All persons who are legally residents will be included in the register regardless of length of intention of stay. Tourists, diplomatic personnel, illegal immigrants and asylum seekers are not registered in the population register. As a rule it is unlikely that persons apply for residence permit for less than three months but in reality there are people who register to stay longer but leave within a few months as well as some persons have intentions to stay for only three months but later apply for an extension of the stay.

The method has been applied for several years to validate the results and as the results are very stable the quality of the accuracy of the estimation is considered solid.
