3.1. Data description

Data and metadata are transmitted to Eurostat by the Member States in the framework of the Unified Demographic Data Collection which is in accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

3.2. Classification system

The regional breakdown of the Member States in the regional demographic tables is done under the most recent NUTS classification. There are agreements between Eurostat and Candidate countries as well as between Eurostat and EFTA countries, for which statistical regions have been coded in a way that resembles NUTS.)

Population Resident population is the population who regularly resides at the census moment on the certail territory including those temporarily absent if their absence in the place of regular residence does not exceed 12 months.
Live births  Live-birth is a complete expulsion or pulling out the conception product from mother's body regardless of pregnancy duration that after being separated it breaths or shows other signs of life: palpitation, cord pulsation or certain movements of skeletal muscles regardless of whether the cord was cut off or whther thre was a placental abruption.

Data on calculation/estimate of the number of population cover all regions of Ukraine apart from the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol.

The reference date for population data is the end of the reference period (midnight of 31 December).
The reference period for vital and dual events data is the calendar year in which the events occurred. The reference period for migration flow data is the calendar year in which the migration occurred.

The ensuring of statistical confidentiality meets international requirements to the rules for statistical data confidentiality in line with Regulation (EU) No 223/2009 of March 11, 2009 as well as in accordance with Ukraine's law on the official statistics, Ukraine's law on information, Ukraine's law on access to public information, Ukraine's law on personal data protection.

7.2. Confidentiality - data treatment

In order to observe the guarantees on ensuring statistical confidentiality of information on natural and migration movement of population, the following measures are taken: 1) ensure the confidentiality of primary data obtained by the state statistics bodies while conducting the state statistical observations and their usage exclusively for statistical purposes; 2) provide statistical information to users in aggregated depersonalized format; 3) not disseminate statistical information if there is a threat to primary data disclosure.

In order to inform users about ther main quality criteria and indicators of the state statistical observations, the standard reports on the quality of the state statistical observations are prepared. The report has the general information which is unaffected by the results for the speific period of the state statistical observation but is defined by current methodology, procedures for data processing, etc. The qulaity components given in the report such as relevancy, accuracy, timeliness and punctuality, availability and clarity, consistency and comparability meet the principles of statistical information production.

The questionnaire surveys of users of statistical information were conducted: they dealt with indicators of the number and composition of population (2018), indicators of statistics of population natural movement (2020) and indicators of statistics of population migration (2022). The results of questioning are available on the SSSU website (https://ukrstat.gov.ua/) in section "Questionnaire surveys".

14. Timeliness and punctuality Top
14.1. Timeliness

According to Art 4 (2) of the Commission Implementing Regulation (EU) No 205/2014, each year Member States shall provide the Commission (Eurostat) with data at national and regional level as described in Annex II and related standard reference metadata ( In the metadata structure definition defined for the Euro SDMX Metadata Structure) for the reference year within 12 months of the end of the reference year. According to Art 3 (2) of the Commission Regulation (EU) No 862/2007, Statistics on international migration, usually resident population and acquisition of citizenship shall be supplied to the Commission (Eurostat) within 12 months of the end of the reference year.

 

The previous data on the total number, natural and migration movement of population are leased on the 48th day after the reference priod. The final annual data are released in May-June of the next year after the reference.

Since 2014, information about natural and migration movement of population is compiled excluding the temporarily occupied territories of the Autonomous Republic of Crimea and the city of Sevastopol as well as a part of the temporarily occupied territories in the Donetsk and Luhansk regions. Data on calculation/estimate of the number of population cover all regions of Ukraine apart from the temporarily occupied territories of the Autonomous Republic of Crimea and the city of Sevastopol.

The comparisons over time are influenced by geographical changes (since 2014, information on natural and migration movement of population is compiled excluding the temporarily occupied territories of the Autonomous Republic of Crimea and the city of Sevastopol as well as a part of the temporarily occupied territories in the Donetsk and Luhansk regions; information concerning the calculation/estimate of resident population as of January 1, 2021 is given excluding the temporarily occupied territories of the Autonomous Republic of Crimea and the city of Sevastopol.

Since 2010, afther Ukraine's law on the state registration of vital events took effect, the annulment of marriage on the basis of court's decision on the annulment of marriage is not subject to the state registration.

Also, due to changes in legal framework, since April 2016 till September 2017 information about population migration was compiled according to available administrative data provied by selected registry bodies.

17.1. Data revision - policy

Revision of statistical information is made according to the Policy of statistical information revisions by the state statistics bodies approved by SSSU order No 283 of August 22, 2019 and Methodological provisions ob revising statistical information approved by SSSU oder No 220 of August 25, 2021. For data on the number of live-births, still-births, deaths (including under 1 year old in neonatal and perinatal periods), registered marriages, annulments of marriages, those arrived and departed, there could be special data revision which is made if the methodology and/or classifications used have changed. Data are subject to revision by UKraine and its region excluding other details using macro-method based on re-claculation of consolidated, aggregated data using tendecies that have occurred. Data revision is made for maximally possible period but not less than last five years. Also, in case of unforeseen situations, errors, that can significantly (up to 5%) impact the released statistical indicators, there can be unplanned data revision. User are informed about the special data revision not later tan half a year. Users are informed about the changes in the released data due to unplanned data revision as soon as necessary by posting the relevent message on the SSSU web site. The revised data are released together with the regular statistical information release according to the calendar for information release and the relevant explanations. The revision of statistical information on the number of population can be conditioned by the emergence of the new and/or more complete information that was unavailable during compiling statistical indicators as well as due to data revisions made by administrative data providers. Data on indicators of the number of resident population are revised as of January 1. There can be special revision in case the methodology and/or classifications are changed, as well as based on the results of the regular population census according to the dates specified by the plan for the state statistical observations for the relevant year.

Data sources for compiling statistical information on natural movement of population are administrative data from the territorial bodies of the Ministry of Justice on the state registration of births, deaths, marriages, annulments of marriages and information from the State Court Administration about the number of cases on annulment of marriage considered by the courts of first instance. Data sources for compiling statistical information on migration movement of population are administrative data from the registry bodies (excutive bodies of village, rural settlement or city councils) on registration of place of residence in Ukraine and deregistration of place of residence.

Administrative data used to compile information on natural movement of population (vital records and docuemts that certify the case of death) are monthly provided to the state statistics bodies on paper. Administrative data used to compile information on migration movement of population (information about the registration/deregistration of place of residence) are monthly provided to the state statistics bodies in e-format (Excel). Monthly calculations/estimates of the total number of resident population as of the start of every month as well as estimates on the number of resident population by sex and age annually as of January 1 are made on the basis of available administrative data and the totals of the last population census for which the number of live-births and those arrived on the certain territory are added and the number of deaths and those departed from this territory are deducted.

18.4. Data validation

The obtained administrative data are checked for errors. If inconsistencies are detected, there can be communication with administratve data providers and information can be edited. During processing administrative data in electronic environment, the arithmatic and logical control of these data are made, inter-table control is also made by software tools and output tables are analyzed. The calculation/estimate of the number of population is amde using complex for electronic information processing where all types of controls of input/output data are made.

18.5. Data compilation

Indicators of natural and migration movement of population are compiled monthly on an accrual basis since the beginning of theyear by Ukraine, region, district. The calculation/estimate of the total number of resident population is made monthly as of beginning of every month while the calculation/estimate of the number of resident population by sex and age is made once ayear as of January 1 of the year next to reference.
