3.1. Data description

Data and metadata are transmitted to Eurostat by the Member States in the framework of the Unified Demographic Data Collection which is in accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

The regional breakdown of the Member States in the regional demographic tables is done under the most recent NUTS classification. There are agreements between Eurostat and Candidate countries as well as between Eurostat and EFTA countries, for which statistical regions have been coded in a way that resembles NUTS.

Live births

A live-born child is a child that shows signs of life (breathing, i.e. heart beating) after birth, even for short, independently on the duration of the pregnancy.

If the child dies soon after the birth, she/he is first registered as live-born and then as deceased. The methodology of vital statistics has been harmonized with the methodology applied for the censuses of population, which ensured possible links between the data of population censuses with vital statistics.

Population – the data on the number of population in 1961, 1971, 1981 and 1991 are census data, while for the inter-census years the number of population was estimated as an average inter-census difference. The Census of population 1991 was not fully accomplished on the territory of the AP Kosovo and Metohija and therefore the estimates were calculated for the municipalities and upper level. Since 1998, certain data for the AP Kosovo and Metohija have not been available for the SORS, and for this reason they are not included in the coverage for the Republic of Serbia. For the period from 2002 to 2010 are given the population estimates that were calculated according to the census of population results 2002 and the annual statistics of natural and the mechanical population movements. Population estimates from 2011 were made based on the results of the Census 2011. The starting point for calculating the number of inhabitants for the municipalities Bujanovac, Medvedja and Presevo presented by the international expert team on the number of usual population in the time of 2011 Census. Estimates of population for the reference year 2022 are based on the results of the Census of population conducted in 2022 as well as data about natural and mechanical movements at the same year.

The protection and safety of micro-data is carried out according to the defined procedure.

The Statistical Office of the Republic of Serbia (SORS), as the responsible producer of official statistics, ensures the use of anonymised microdata on the basis of the submitted request.

Microdata can be submitted for scientific and research purposes as well as on the basis of an individual request in accordance with the Rulebook on the manner and procedure of data provision produced by the SORS as well as Article 48 of the Law on Official Statistics (Provision of Individual Data Without Identifiers, "Official Gazette of the Republic of Serbia", No. 104/09).

Customer orientation is one of the general principles in dissemination procedures.

To identify the needs and level of satisfaction of users using the products and services of statistics, the SORS conducts every two years, the Customer Satisfaction Survey, whose results are published on the site.

Population

Due to lack of data on international migration, which should certainly be included in calculation of annual population estimates, it may be supposed that population estimates are not completely reliable data. However, the experience shows that population estimates from the inter census period follows the trend of population. We have included refugees from Ukraine in the statistics of live births, deaths, marriages and divorces. The "unknown" category is used if the data is not known at the time of collection or was unknown even after matching with administrative databases. Also, we have included asylum seekers and refugees in Demographic Statistics if they are in the country for more than 12 months.

Since the data on births expressed in two surveys SORS (first results and final results of data on births), which means that each case is recorded in the survey First results and then processed in the framework of survey on births, it is considered that the information on the final number of live births for the reference year is reliable and accurate. We have included refugees from Ukraine in the statistics of live births.

14. Timeliness and punctuality Top
14.1. Timeliness

According to Art 4 (2) of the Commission Implementing Regulation (EU) No 205/2014, each year Member States shall provide the Commission (Eurostat) with data at national and regional level as described in Annex II and related standard reference metadata (in the metadata structure definition defined for the Euro SDMX Metadata Structure) for the reference year within 12 months of the end of the reference year. According to Art 3 (2) of the Commission Regulation (EC) No 862/2007, Statistics on international migration, usually resident population and acquisition of citizenship shall be supplied to the Commission (Eurostat) within 12 months of the end of the reference year.

Information on vital events of year (T-1) at aggregate level is collected in spring of the year T; these data are disseminated at July 01 of year T.

Detailed data by sex, age and other characteristics for the demographic events of year (T-1) are collected in summer of the year T; these data are disseminated at December 25 of the year T.

Statistics on vital events are published in accordance with the pre-determined calendar of publications.

15.1. Comparability - geographical

There is no special treatment of breaks in time series. The practice is to give the following footnotes, when presenting the data on live births and deaths for the Republic of Serbia for the period 1961-2022, which explain that data until 1997 refer to the territory of Serbia with Kosovo and Metohija but, from the year 1998, data relate to Serbia without Kosovo and Metohija.

15.2. Comparability - over time
  Comparability - over time
Population The practice is to calculate population estimates as for the census year and also for the years before census (so called “data revision”). Therefore, after the Census 2002, the revision was made for the period 1991-2002 so that the continuity in data time series was accomplished for the whole period until next census conducted in 2011. However, there was no data revision after census 2011 since that there was no significant methodology difference between two last censuses. Thus, the only break in time series can be noticed in 2011. Naturally, population estimates from 2011 were calculated annually based on results of Census 2011 and data on vital statistics and internal migration for the referent year. It was the same in the case of the 2022 Census - the population estimates for the reference year 2022 are based on the results of the 2022 Census as well as data on natural and mechanical movements in the same year.

15.3. Coherence - cross domain

For the calculation of the indicators of different statistical services in SORS used an estimated population in mid-year and this is the reason for diversity data on the estimated number of population on 1 January of the reference year, that is transmitted to Eurostat Population Statistics data collection (POPSTAT).

17.1. Data revision - policy

General revision policy of the Statistical Office of the Republic of Serbia 


The purpose of this document is to present the basic principles and standards for the implementation of revision of published statistical data, which are defined by the general policy of revision of the Statistical Offiece. The general revision policy of the Bureau is fully aligned with the guidelines in the ESS Guidelines on Revision Policy, which was adopted by the European Statistical System Committee.
 
The revision policy establishes the general rules for revisions of published data, the types of information to the users regarding possible causes of, revision, categorization of revision and documentation covering all aspects of revision. It is a global framework that allows each statistical area to define its policy of audit in accordance with its specificities.

In 1994, was completed the harmonization of vital statistics methodology with the methodology applied in the census 1991 and started its implementation in practice.

In 2005, we started to collect data on vital statistics according to the methodology that is harmonised with the methodology of the census, which was conducted in 2002.

18.2. Frequency of data collection

Data are collected annually.

18.3. Data collection

Statistical Office develops methodological guidelines, establishes instruments for conducting survey, produces codebooks needed for survey, prepares and prints statistical forms and distributes them to the regional offices.

Regional offices distribute forms to reporting units within its territory, collect data, control the coverage, control accuracy and completeness of data, and carries out data input and editing.


Births (Live born and stillborn) – paper and electronic form

Paper form
The Statistical Office compiles methodological instructions, establishes instruments for carrying out research, forms the codes needed for research, prepares and prints statistical forms and distributes them to regional departments. District departments distribute patterns to the reporting units on their territory, collect data, control the scope, precision and completeness of data, and perform data entry, logical control and data correction.

Electronic form
The data files for all births registered during the year are sent to the Statistical Office of the Republic of Serbia by Ministry of Public Administration and Local Self-Government. The data are delivered via an electronic form, in accordance with the Procedure for Takeover and use of data from administrative sources for statistical purposes.

 

Deaths – electronic and paper form

Since the electronic reporting on deaths started in 2022, the Division of demography and health statistics is still working on improving the timeliness and the quality of data obtained from the portala e -POS (electronic death certificate).

Electronic form
The data files for all deaths registered during the year are sent to the Statistical Office of the Republic of Serbia after registering the fact of death in the register of deaths in the Ministry of Public Administration and Local Self-Government. The data are delivered via an electronic form, in accordance with the Procedure for Takeover and use of data from administrative sources for statistical purposes.

Paper form
About 10% of the forms are filled out in paper form. These are mainly registrations from abroad. For these data, after collection, coverage control and logical control is carried out.

Divorces

Since the electronic reporting on divorces started in 2018, the Division of demography and health statistics is still working on improving the timeliness and the quality of data obtained from the Judicial information system.

Regional offices are carried out checking contingents and logical validity of survey data.

Basic validations are carried out to check if the codes provided by codebook are possible.

Then, cross validations are carried out to check consistency and accuracy between the different variables.

In order to increase the quality of data for individual characteristics in all demographic surveys, administrative data sources are used.
