3.1. Data description

Data and metadata are transmitted to Eurostat by the Member States in the framework of the Unified Demographic Data Collection which is in accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

3.2. Classification system

The regional breakdown of the Member States in the regional demographic tables is done under the most recent NUTS classification. There are agreements between Eurostat and Candidate countries as well as between Eurostat and EFTA countries, for which statistical regions have been coded in a way that resembles NUTS.

3.4.2 Statistical concepts and definitions used in the statistics disseminated in the National Statistical Institute's website
Population  
The concept of place of usual residence is used in defining of the total population. The place of usual residence is considered a place where a person spends most of his/her daily period of rest, irrespective of a short-term absence from it (e.g. due to going to vacation, trip, medical treatment, visit etc.). In line with the definition of the place of usual residence, the total population includes the following persons: those who have lived in their place of usual residence for a continuous period of at least 12 months, and those who have not lived in their place of usual residence for a continuous period of at least 12 months but have the intention of staying there for at least 1 year.
Live births A live-born child (live birth) is every child who exhibits signs of life at birth, such as breathing, beating of the heart, pulsation of the umbilical cord or definite movements of voluntary muscles.
Deaths A deceased person (death) is every live-born person in whom there is a permanent disappearance of all evidence of life.
Immigrants Immigrants are people arriving from abroad to establish usual residence in a country for a period that is, or is expected to be, of at least 12 months, having previously been usually residents elsewhere.
Emigrants Emigrants are people, having previously been usually residents of the country, leaving the country for a period that is, or is expected to be, of at least 12 months to establish usual residence in another country.
Acquisitions of citizenship

The prerequisites for acquiring Croatian citizenship are prescribed by the Croatian Citizenship Act (OG, Nos. 53/91, 28/92, 113/93, 130/11, 110/15, 102/19 and 138/21). 

In 2020, a certain changes to the terms and conditions of the way of acquiring Croatian citizenship by naturalization entered into force. For the regular way of acquiring Croatian citizenship by naturalization the following prerequisites have to be met: 18 years of age; release from foreign citizenship; approved permanent stay in the Republic of Croatia and registered place of residence for an uninterrupted period of 8 years before the submission of the application; knowledge on Croatian language and Latin script, Croatian culture and social constitution; respecting the legal system of the Republic of Croatia, paying public contributions, and absence of security obstacles for him or her to receive Croatian citizenship. A guarantee of admission to Croatian citizenship may be issued to an alien who at the time of submitting the application did not receive a revocation of foreign citizenship. The guarantee issued shall be valid for a period of two years. These amendments have expanded the requirement of discharge from former nationality also on Article 9 that refers to the acquisition of Croatian citizenship of a person who was born on the Croatian territory and lives in Croatia and has been granted permanent stay.

Other legal grounds of acquisition Croatian citizenship are laid down in Articles 10-16 of this Act and according to them Croatian citizenship can be acquired by: a person with approved permanent stay in the Republic of Croatia who is married to a Croatian citizen and lives on the Croatian territory; an emigrant as well as his or her descendants and their spouses; an alien whose admission to Croatian citizenship would be of interest for the Republic of Croatia and his or her spouse; a minor acquires Croatian citizenship by naturalisation if both parents acquire Croatian citizenship by naturalization, if only one parent acquires Croatian citizenship by naturalization, and the child lives in the Republic of Croatia and has been granted permanent residence, if one parent acquires Croatian citizenship by naturalization pursuant to Article 11, paragraph 1, or Article 16, or  if only one parent acquires Croatian citizenship by naturalization, while the other does not have citizenship or is of unknown citizenship, and the child lives abroad; a person to whom the Croatian citizenship terminated by release if the person has approved stay in the Republic of Croatia and lives on the Croatian territory; and members of the Croatian nation who do not have permanent residence in the Republic of Croatia.

Respecting the legal system of the Republic of Croatia, paying public contributions, and absence of security obstacles for him or her to receive Croatian citizenship is a constitutive element for acquiring Croatian citizenship on all legal grounds.

Loss of citizenship

Croatian citizenship shall cease: by release; by renouncement; or pursuant to international treaties.

Release from Croatian citizenship can be granted to a person who has submitted a request for release and fulfils the following requirements: he or she is 18 years old; there are no impediments for release from citizenship by reason of military conscription; he or she has paid due taxes, fees and other public charges, and has fulfilled all the obligations towards legal entities and natural persons in the Republic of Croatia that have been imposed by an executive body; he or she has fulfilled any such financial obligations that he or she might have towards a spouse, parents and children who are Croatian citizens, and towards persons who remain living in the Republic of Croatia; he or she is a foreign citizen, or he or she has proved that he or she will acquire foreign citizenship. Release from Croatian citizenship cannot be obtained by a person who, at the time when release is requested, is ex-officio charged and prosecuted for a criminal offence, or punished by imprisonment in the Republic of Croatia, until he or she has served that sentence in full.

The decision on release from Croatian citizenship shall be revoked upon the request of the person who has acquired the release if he or she does not acquire foreign citizenship within three years, and has informed a diplomatic mission or consular office of the Republic of Croatia abroad or a body directly competent to enact a decision on release within three years.

The Croatian citizenship of a child up to 18 years of age shall cease by release: 1. upon the request of both parents whose Croatian citizenship has ceased by release, or 2. if Croatian citizenship has ceased in a way under point 1. of this paragraph in the case of one parent, while the other parent is a foreign citizen, or 3. if Croatian citizenship has ceased in a way under point 1. of this paragraph in the case of one parent, and the other parent who is a Croatian citizen gives written consent to release the child from Croatian citizenship. A child up to 18 years of age, adopted by foreign citizens, shall be released from Croatian citizenship upon the adopters' request.

An adult Croatian citizen with a domicile abroad and of foreign citizenship may renounce Croatian citizenship. A person who has renounced Croatian citizenship as an adult may not regain Croatian citizenship. The Croatian citizenship of a child up to 18 years of age shall cease by renouncement: upon the request of parents whose Croatian citizenship has ceased by renouncement; or if Croatian citizenship has ceased by renouncement for one parent, and the other parent is a foreign citizen. A child up to 18 years of age adopted by foreign citizens shall be released from Croatian citizenship upon the adopters' request.

A person whose Croatian citizenship ceased pursuant to release or renouncement when he or she was a minor acquires Croatian citizenship again if he or she has resided within the area of the Republic of Croatia for at least one year without interruption and if he or she provides a written statement saying that he or she considers himself or herself a Croatian citizen.

Legally induced abortions Pursuant to Article 15, Paragraph 2 of the Act on Health Care Measures to Achieve the Right to Decide Freely on Childbearing, any woman in the Republic of Croatia may choose to legally terminate her pregnancy without permission by committee if pregnant up to 10 weeks. As per said Act, a termination of pregnancy may only be performed in thus authorized inpatient health facilities.
Late foetal deaths

A late foetal death is considered a death of every child that, after a complete expulsion or extraction from its mother, does not show any evidence of life, that is, who neither breathed nor showed any other evidence of life, providing that the pregnancy lasted for 22 completed weeks or longer, or that the child weighted 500 grams or more. Extraction of a dead foetus with less than completed 22 weeks of gestation or, in case of unknown gestational age and known birth weight of a dead foetus who weighted 499 grams or less, is considered an abortion, irrespective of whether it was a spontaneous or an induced termination of pregnancy. It is neither registered in state registers nor are such data included in the total number of late foetal deaths.

Asylum seekers are excluded from the population because their status is resolved mainly within a year, and consequently, do not meet the criterion of usual residence. As soon as they are granted asylum and their stay in the country is for at least a year, they are included in the total population. According to the International and Temporary Protection Act, the final decision on application for international protection has to be made within a period of six months after submission of the application.

Persons who have been granted refugee status or other types of international protection staying in the country for more than 12 months are included in the total population.

The difference between IM and RP flow statistics is due to IM statistics includes:

— Renewals with cumulative duration of validity (‘first’ and ‘renewed’ permit) for more than 12 months (for the first permits issued in the previous year or in the reference year).

— Data for foreigners who have been granted permanent stay in the reference year (a small number of cases) and whose temporary stay permit was issued before 2011 but they haven't been covered by 2011 Census (comparison with migration statistics and census data from 2011 onwards).

The difference between IM and RP stock statistics makes the following:

— Annual population estimates are calculated using the census figure as the starting point, updating with information on vital events (births and deaths) and migrations (both internal and international). Annual population estimate by country of citizenship does not take in consideration acquisition of citizenship statistics. The Republic of Croatia recognizes dual citizenship.

— Unreported departures.

Post-2011 census revisions: population estimates and migration data (needed for revision of past population estimates) were revised for the intercensal period 2001-2010.

 

Croatia is planning to carry out post-2021 census revisions. Revisions will be made for the whole intercensal period.

Revisions will be made for population data at national and regional level, by sex, single year of age, citizenship and country of birth.

Population
The following surveys are data sources for the population estimate of the Republic of Croatia: 2021 Census of Population, Households and Dwellings, birth statistics, death statistics, migration statistics.
Live births Data source for births are registers of births kept in registrars’ offices of every particular area.
Deaths Data source for deaths are registers of deaths kept in registrars’ offices of every particular area.
Immigrants Migration statistics are carried out based on data collected by the Ministry of the Interior (database on permanent and temporary residence; database on foreigners).
Emigrants Migration statistics are carried out based on data collected by the Ministry of the Interior (database on permanent and temporary residence; database on foreigners).
Acquisitions of citizenship Data on acquisition of citizenship are collected by the Ministry of the Interior.
Loss of citizenship

Data on loss of citizenship are collected by the Ministry of the Interior.

Legally induced abortions

Data source for legally induced abortions is Croatian Institute of Public Health.

Late foetal deaths

Data source are registers of births kept in registrars’ offices of every particular area.

Infant deaths

Data source are registers of deaths kept in registrars’ offices of every particular area.

Marriages

Data source for marriages are registers of marriages kept in registrars’ offices of every particular area.

Divorces

Data source on divorces are registers and acts of municipal courts competent for divorces.

18.2. Frequency of data collection

Data on births and deaths are collected monthly.

Data on migration are collected annually.

18.3. Data collection

Data on live births are collected through the Statistical Report on Births for each recording in the state registers of births.

Data on deaths are collected through the Statistical Report on Deaths for each recording in the state registers of deaths.

Data on migration are delivered in the electronic form by the Ministry of the Interior.

18.4. Data validation

Data on live births and deaths covers all persons who were born or deceased in a particular calendar year and who were entered into registers of births or deaths.

These data are collected on the electronic forms. Reporting units are required to provide accurate, complete and updated data and in the content and form which is determined by the Croatian Bureau of Statistics and within the timeliness determined by the Annual Implementing Plan. If the data stated by the reporting units are not accurate, complete and updated, the reporting units will be bound to correct them, and/or make additions, in conformity with instructions and within set deadlines.

Migration statistics are carried out based on data collected by the Ministry of the Interior. Persons' legal duty to register changes of their place of residence is based on the law. The Permanent Residence Act (NN, Nos 144/12 and 158/13) lays down the conditions governing the registration and deregistration of permanent and temporary residence of Croatian citizens. The Aliens Act (NN, No. 133/20) lays down the conditions of entry, movement, stay and work of aliens who are third-country nationals in the Republic of Croatia. The Act on Nationals of the European Economic Area Member States and Their Family Members (NN, Nos 66/19, 53/20 and 144/20) regulate conditions for the entry, movement, stay and work of nationals of the European Economic Area (hereinafter referred to as: EEA) Member States and their family members.

18.5. Data compilation

After the data on births and deaths have been collected on the electronic forms and submitted to the CBS begins the processing of the collected data. First is done coding and data entry, then data verification and all the logical and computational controls of data.

Data that are based on individual records of migrants reporting their changes of residence are transferred yearly by the Ministry of the Interior to CBS where the processing of the received data is done with all the controls.

Population estimate is calculated on the basis of the census data, natural change and net migration data.

18.6. Adjustment

Census data are collected and processed in line with the Conference of European Statisticians Recommendations for the 2020 Censuses of Population and Housing as well as with the Regulation (EC) No 763/2008 of the European Parliament and of the Council on population and housing censuses.

Data on live births and deaths are collected and processed in line with the Regulation (EU) No 1260/2013 of the European Parliament and of the Council on European demographic statistics.

Data on migration are collected and processed in line with the Regulation (EC) No 862/2007 of the European Parliament and of the Council of 11 July 2007 on Community statistics on migration and international protection.
