3.1. Data description

Data and metadata are transmitted to Eurostat by the Member States in the framework of the Unified Demographic Data Collection which is in accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

3.2. Classification system

The regional breakdown of the Member States in the regional demographic tables is done under the most recent NUTS classification. There are agreements between Eurostat and Candidate countries as well as between Eurostat and EFTA countries, for which statistical regions have been coded in a way that resembles NUTS.

10.4. Dissemination format - microdata access

Statistics Austria provides access to anonymised microdata for scientific research purposes to members of accredited institutions via the Austrian Micro Data Center since July 2022. Such access is only given to defined research projects and is limited to data that is necessary for the project. Data can only be worked with through remote access and can neither be saved nor bought by the researchers (only the output of the analyses can be “kept”).

Further, Statistics Austria provides selected anonymised microdata of official statistics as standardised data sets (SDS) and as task-specific data sets (ADS) for use in scientific research and education. In the sense of statistical secrecy and as a measure of data protection, the data are anonymised so that a direct or indirect identification of a concrete individual case is de facto impossible.

Citizenship

After receiving the raw data from the Central Residence Register, Statistics Austria performs a microdata check to ensure plausibility and consistency of the available information. If contradicting information are included, priority is given to more recent information.

This is followed by a macro-plausibility check that includes a comparison with results of other data sources (vital statistics, social security data, migration statistics).

In order to ensure the consistency between continuous population statistics and the census results, periodic revisions of the quarterly population statistics follow the register-based census years.

However, this group is partially covered by calculations for the annual population figure for federal tax sharing. If the analysis of different registers shows that persons are not active in any other administrative register than the Population Register, they are identified as potential nominal members. The actual share of population not present was identified at the last census.  They are assumed to have migrated abroad and are thus excluded from the population. In the years succeeding the census, their share is kept constant at the municipal level (for detailed methodology see Documentation in German).

Data on asylum seekers and refugees as well as persons who benefit from temporary protection (i.e. mainly Ukrainians) are included if they fulfil the criteria for usual residence.

Asylum seekers are required to be registered with a main residence in Austria by the authorities in charge; persons who benefit from temporary protection (i.e. mainly Ukrainians) are also required to be registered with a main residence; therefore these groups are included if they fulfill all other criteria for immigrants.

However, these are partially covered by administrative checks of people with expired residence permits (third country nationals only). In addition, calculations for the annual population figure for federal tax sharing also identify nominal members, which are assumed to have migrated abroad and are thus counted as additional emigrations. No country of next residence is available for this population.

Data on asylum seekers and refugees as well as persons who benefit from temporary protection (i.e. mainly Ukrainians) are included if they de-register their main residence correctly and fulfill all other criteria for amigrants.

According to Article 4 (2) of the Commission Implementing Regulation (EU) No 205/2014, each year Member States shall provide the Commission (Eurostat) with data at national and regional level as described in Annex II and related standard reference metadata (In the metadata structure definition defined for the Euro SDMX Metadata Structure) for the reference year within 12 months of the end of the reference year. According to Article 3 (2) of the Commission Regulation (EC) No 862/2007, Statistics on international migration, usually resident population and acquisition of citizenship shall be supplied to the Commission (Eurostat) within 12 months of the end of the reference year.

Immigrations and Emigrations: minimum duration of stay (365 days) deviates from national concept (90 days). Therefore national and Eurostat publications show different results.

Residence Permits and Migration Statistics: differences exist for the following reasons:

1) Asylum seekers are included in migration statistics, if they fulfil the general criteria for inclusion in the population (registration with main residence >90days). Asylum seekers are registered with a main residence upon claiming asylum in Austria.

2) Permit Statistics Register all permits issued with validity >3 months; yet EU migration statistics only cover those staying >365 days.

3) Permits may be issued in different reference period than occurrence of registration.

Missing PINs in permit statistics do not allow cross-validation of migration and population statistics with permit statistics in detail.

15.4. Coherence - internal

Population and Migration Statistics are produced on the basis of an ex-post-analysis of pseudonymised microdata on registrations and de-registrations in the Statistical Population Register. Consistency is ensured by using a single data source and applying unified conditions for statistical processing.

There is no complete consistency of population stocks and vital events, as vital events were just recently set up in the central civil registry (starting from November 2014) and complete matching is not yet possible. Also, data from the Central Population Register and the Civil Registry Register (CRR) may not be a 100 % consistent (by definition) as only data from the Central Population Register can be transferred towards the Civil Registry Register, but not the other way around.

Since data is due before the actual 12 months length of stay can be observed, the following procedures guarantee cross domain coherence:

a) Minimum duration of stay of migration flows is estimated for the last quarter of the reference period. Ex-post analyses show that the deviation from the actual minimum duration of stay of 365 days is negligible and consistency with the population stock is guaranteed.

b) Analyses have shown that the actual population under minimum duration of stay of 365 days differs from the national concept (90 days) by less than 0.1 %. Applying statistical models to estimate the minimum duration of stay of 365 days, before the actual stay can be observed, adds a larger statistical error than the actual deviation of the two population concepts. Therefore, the national concept is assumed as best estimate for the population under usual residence.

c) Demographic Balance remains almost unaltered from estimates, as statistical adjustment is less than 0.2 % of total population change in the reference year.
