3.4.2 Please describe the national definition of:

Annual estimations of number of population: The estimation of number of population uses the number of population as the basis according to the census, and then the correction is done according to the results of vital statistics, i.e. natural increase and internal migration trends. In case of positive natural increase, the number of population increases, and in case of negative natural increase, the number of population decreases. When estimating the population, the assumption is that the balance of international migration is equal to zero. Migration trends of population inside Montenegro are taken into account and they influence on the estimations of number of population at the level of municipalities. A live-born child (live birth) is every child who shows signs of life after birth (such as breathing i.e. beating of the heart) even for a very short period, regardless of mother's pregnancy duration. Dead person is a person who died any time after the birth. Not applicable Not applicable

 

3.4.3 Please provide details of the deviations of the  national definition used from the usual residence definition.

The deviation in the population is because: At the number of population from the census we applied   natural increase as the difference between births and deaths, which are not fully complied with usual place of residence definition. Statistics on births covers all birth registered in Birth register in Ministry of interior and whose mother   permanent or temporary residence of the mother, as follows:
  •  by place of residence (for mothers with citizenship of Montenegro)
as well as mothers who are temporary resident in Montenegro and are do not have citizenship of Montenegro.
Statistics on deaths covers all cases of deaths registered in the Register of Death sand who have permanent or temporary residence, as follows:
  • by place of residence(for those who have citizenship of Montenegro)
as well as who are temporary resident in Montenegro and are do not have citizenship of Montenegro

Data are available at national level of geographical detail.

The reference date for population data is the end of the reference period (midnight of 31st December).
The reference period for vital events data is the calendar year in which the events occurred.

Counts of statistical units

Having in mind that we use administrative sources, some of the phases as data capture are jumped. Process of imputation and editing data is described with logical rules.

Please report on the data sources used for the first reference year and inform of any changes thereto, to produce:

The data source for population estimates is: census; statistics of births; statistics of deaths; and migration of population. The population estimates are produced by sex, age, and at the level of municipality during a year. The data source is administrative source – Registry Office that is managed by state administration body responsible for internal affairs (Ministry of Interiors).

The data are submitted in accordance with the Agreement on Data Transmission signed by Statistical Office of Montenegro and Ministry of Interiors.

Data are available as final yearly data.

For births and deaths data are published on  11 April what means it is 98 days after last day of reference period. 

 

Statistics of birth and death are comparable in EU and in Balkan region.

Please provide information on the length of comparable time series (indicate the first reference year for which data are availble), reference periods at which series occur, the reasons for the breaks and treatments of them.

2010 we change the source. Until 2010 it was decentralized system of data collection and local administrative units collect data via paper form of questionnaires. From 2010 in Montenegro applied centralized system of data collection and Ministry of interior become responsible for Registers of DEADTHS AND BIRTHS.

Until 2010 definition of usual place of residence was fully applied. After that we use combination of registers as we explain above.
