3.4.2 Please describe the national definition of
Population Live births Deaths Immigrants Emigrants
Usual resident population - all inhabitants whose usual place of residence are Latvia Birth of a child who breathes or shows any other evidence of life, such as beating of the heart, pulsation of the umbilical cord or definite movement of voluntary muscles, regardless of gestational age.

Number of births registered in the Republic of Latvia during a year, if at least one of the parents is a permanent resident of the Republic of Latvia.

Starting from 2000 the number of births has been recalculated including also children born outside Latvia to mother (permanent resident of Latvia) temporarily being abroad. In compliance with the methodology of the Statistical Office of the European Union (Eurostat) these children should also be included in the number of children born in Latvia.

Permanent disappearance of all evidence of life at any time after live birth has taken place (post-natal cessation of vital functions without capability of resuscitation)

Immigrants of the respective administrative territory are only the persons establishing their usual residence in this territory for a period lasting for or expected to last for at least twelve months and prior usually staying in another administrative territory.

Emigrants of the respective administrative territory are only the persons prior usually staying in this territory and discontinuing their usual residence in the respective Member State for a period  lasting for or expected to last for at least twelve months.

3.4.3 Please provide details of the deviations of the  national definition used from the usual residence definition.

11. Quality management Top
11.1. Quality assurance

CSB of Latvia had developed a methodology to evaluate usual resident population. Reason - Latvia has Population Register, however, according to the 2011 Census results the difference between number of population in the Population Register and according to the Census results was 155 thsd. or 7 % - the level of non-registered migration is very high.

New method is based on Population Register and data from other administrative data sources (all data sources include personal ID codes; codes are used to merge data). The aim of the method is to estimate the status of actual place of residence at the beginning of the year for each individual registered in the Population Register. Logistic regression model has been developed.

To evaluate quality of estimation, individual data from household surveys, Microcensus (2015) and External Migration Survey (2017-2018) are used.

14. Timeliness and punctuality Top
14.1. Timeliness

Final data on number of population, vital events and migration are available at the begining of June (151 days after reference period).

14.2. Punctuality

Data were published on time.

15. Coherence and comparability Top
15.1. Comparability - geographical

Data are comparable with other countries. International definitions are used.

15.2. Comparability - over time
Please provide information on the length of comparable time series (indicate the first reference year for which data are availble), reference periods at which series occur, the reasons for the breaks and treatments of them.

15.3. Coherence - cross domain

The same population is used in all domains (for example, National Accounts).

15.4. Coherence - internal

There is no difference in the definitions. The demographic balancing equation is used.

18. Statistical processing Top
18.1. Source data
Please report on the data sources used for the first reference year and inform of any changes thereto,  to produce:
Population Live births Deaths Immigrants Emigrants
Mathematical methods; Natural Persons register (prev. Population Register). and data from other administrative sources Data from registers filled in by Civil Registry Offices; data on born abroad (in case, the usual residence of the mother is Latvia) from Natural Persons register (prev. Population Register). Data from registers filled in by Civil Registry Offices Mathematical methods; Natural Persons register (prev. Population Register). and data from other administrative sources; Mirror statistics  Mathematical methods; Natural Persons register (prev. Population Register). and data from other administrative data sources; Mirror statistics
18.2. Frequency of data collection

Data from Natural Persons register (prev. Population Register) - every month; data from other administrative sources (including data from Civil Registry offices) - once or twice a year. Mathematical methods are used once a year.

18.3. Data collection

Agreements on data provision have been signed between CSB and other institutions. Agreements include information on data provision time, way of data provision, confidentiality, structure of data, and requirements for data quality.

18.4. Data validation

Data from administrative data sources are validated before use for population estimations.

Final data on population, vital events, and migration are validated before publication - mathematical and logical verification is used.

18.5. Data compilation

All data sources contain individual ID codes. These ID codes are used to merge data from different administrative data sources. Mathematical methods are used to estimate the actual place of residence for each individual. After that usual resident population database on an individual level is prepared. In addition, verification of records is used - if all individuals have all necessary records (for example, gender, age, place of birth, citizenship, etc.). If necessary information is adjusted on an individual level.

To prepare data on birth, data from Civil Registry Offices on birth are supplemented with information from the Population Register on those, born abroad, whose mother is usually resident of Latvia and was abroad for a period shorter than 12 months.

18.6. Adjustment

In the Natural Persons Register (prev. Population Register) there are data also on short-time immigrants - those migrants are excluded from the population database.

International definitions are used also at the national level.
