The definition is based on the usual residence concept. The definition is in line with the UN recommendation, i.e. a foetus is lconsidered ive born if it gives any sign of life after birth, regardless of the length of pregnancy or life after birth. All live births are taken into account which occured in Hungary.  The definition is in line with the UN recommendation: final passing away of all signs of life at any time after live birth, i.e. cessation of all life-functions without the capability of revival. All deaths are taken into account which occurred in Hungary.  In accordance with the usual residence concept, immigrants include foreign citizens who entered Hungary in a given year and obtained a residence or settlement permit, or registration certificate in accordance with legal regulations in effect; and Hungarian citizens born abroad entering Hungary in a given year or who had lived abroad and returned to Hungary in order to settle down, as well as Hungarian citizens who returned from a stay abroad for at least 12 months. In accordance with the usual residence concept, emigrants include foreign citizens with registration certificate, residence or settlement permit who left Hungary in a given year without the intent to return, or whose permit is expired and did not apply for renewal or whose permit was invalidated by the authorities; and Hungarian citizens leaving Hungary with the intention of settling down or residing abroad for at least 12 months.

Population data are available since 1869, while live births and deaths data are calculated since 1876. Migration flows of foreign citizens are available since 1980, while that of stock since 1995. The international migration of Hungarian citizens is calculated since 1993.

Data management activities of the HCSO comply with the provisions of Act CLV of 2016 on Official Statistics and Act CXII of 2011 on Informational Self-determination and Freedom of Information. Data protection is in line with the practice of data protection developed in the activity of the National Authority for Data Protection and Freedom of Information,

The HCSO monitors the changes in relevant legislations, and also takes into account major international recommendations related to data protection.

8.1. Release calendar

Preliminary vital events data are published on a monthly basis (t+30) with First releases. Final data are released at the end of June in the year after the reference year. Wide scope of final data are published in the Statistical Yearbook in August, while the Demographic yearbook is available in October.

9. Frequency of dissemination Top

Preliminary annual data on population and vital events are available in t+30 days, final data are released at the end of June after the reference year.

Preliminary vital events data are published on a monthly basis with First releases. Preliminary annual data as well as final annual data are released on HCSO website under the Data - Stadat link. The Statistical Yearbook is published in August, while the Demographic yearbook is available in October.

10.1. Dissemination format - News release

Monthly first releases are published on the preliminary data of vital events.

10.2. Dissemination format - Publications

The most comprehensive publication is the annual Demographic yearbook, covering all fields of demography, available in Hungarian and English. A wide range of population and vital events data are released in the annual Statistical Yearbook as well.

10.3. Dissemination format - online database

On HCSO website a Dissemination database is available with large quantity of demographic data. Users can compile the most relevant data in an interactive manner, choosing the variables and the structure of the tables.

Fixed tables are also published on the website presenting the most important numbers, these tables are available under Data - Stadat points.

11. Quality management Top
11.1. Quality assurance

Statistics are prepared in line with the principles of the European Statistical Code of Practice. The Hungarian Statistical Office has a publicly available Quality policy. For the statistical production process Quality principles were prepared in line with the EUROSTAT requirements and recommendations. As for product quality Eurostat Quality reports are filled in for certain statistics as well as the calculation of quality indicators. A documentation sheet is filled in annually for all subject-matter statistics covering main methodological information.

11.2. Quality management - assessment

Annual population data are based on the fully comprehensive data of the last census. Annual vital statistics are also prepared on the basis of a fully comprehensive registration system, while during processing dual record check is applied, therefore providing data in good quality. International migration statistics are estimated with the use of all relevant administrative data sources, providing reliable data to the highest possible extent.

12.1. Relevance - User Needs

All user needs (including unsatisfied ones ) are registered in the system of the Hungarian Statistical Office. By completing them with data of downloads from the website, we have comprehensive information on user needs, which are taken into account during the design of dissemination products. Concerning population and vital events data, the annual Demographic Yearbook offers a wide range of data, which fulfill most of user needs.

Please report on the reasons for any unreliability of the data on:

There may be differences between the population estimates and the population count of the next census, due to differing methods of data collection. Live births data are fully comprehensive and reliable. The proportion of unknown data of mothers is low (except for their occupation). This share among fathers is higher, especially in case of extramarital live births. On live births abroad only basic data are available. Data related to deaths in Hungary are fully comprehensive and accurate. Deaths of persons with address in Hungary occurred abroad are also registered, but in a less detailed manner. Immigration data of foreign and national citizens is comprehensive and reliable, containing all persons legally entering and residing in the country. Return migration of nationals might be underestimated due to the lack of registration. Data of emigrating foreign and national citizens might be underestimated due to the lack of deregistration. Depends on the accuracy of immigrants and emigrants.
13.2. Sampling error
In case of survey as data source, please provide information on the part of the difference between a population value and an estimate thereof, derived from a random sample, which is due to the fact that only a subset of the population is enumerated.

Data are published as soon as they are available, i.e. preliminary data are available at the end of January, while final data are published at the end of June.

15.1. Comparability - geographical

Geographical breakdown of population data is in line with NUTS classification, therefore internationally comparable.

15.2. Comparability - over time
Please provide information on the length of comparable time series (indicate the first reference year for which data are availble), reference periods at which series occur, the reasons for the breaks and treatments of them.

Population data are available since 1869. Live births data are available since 1876.  The time series are  comparable according to the national definition. Deaths data are available since 1876. The time series are comparable according to the national definition. Temporal comparability depends on the level of disaggregation.

- Comparable data on foreign citizens is available since 1995. However, a break in the time series in 2001 is observable regarding stocks data due to administrative reasons. Since then, only foreign citizens with valid residence permits are taken into account. Stocks data of foreign citizens on the 1st  January 2012, was adjusted on the basis of Census 2011.

- Since 1st January 2012, the number of foreign citizens residing in Hungary contains the refugees and those under international protection with valid address in the country.

- Data production regarding the international migration of Hungarian citizens until 2009 was based exclusively on the Address and Population Register of the Ministry of Interior, in 2010 on Health Insurance Register of the National Health Insurance Fund, and since 2011 on both. Thus, comparable data is available since 2011.

Temporal comparability depends on the level of disaggregation.

- Comparable data on foreign citizens is available since 1995.

- Data production regarding the international migration of Hungarian citizens until 2009 was based exclusively on the de-registrations from Address and Population Register of the Ministry of Interior, in 2010 on Health Insurance Register of the National Health Insurance Fund, and since 2011 on both. 17.2. Data revision - practice

For annual demographic data, preliminary data are available t+30, while final data are published at the end of June after the reference year.

Major revisions:

For population data, back- and forward revisions might be carried out after censuses, depending on the size of differences between estimated and census data, which is due to methodological reasons. The discrepancies may require retrospective correction of the population estimates on the basis of census data. This revision might be made every ten years. A revision of the entire inter-censal period (between 1991 and 2000) was based on the census of 1 February 2001. After Census 2011, only the population estimate for January 2012 was adjusted. The reason for this was the conversion to the new, 2011 census base.

18.1. Source data

For population statistics census data serve as a basis, which is adjusted annually with statistics on vital events and migration. 

The last census was conducted on October 1, 2022.
The population data for January 1, 2023, is calculated on the basis on the results of the census conducted on October 1, 2022, while the population figures for January 1, 2022, is based on the census conducted on October 1, 2011, resulting in a break in the trend of the population.

The sources of data on live births are civil registers and health institutions. The sources of data on deaths are civil registers. The sources of immigration data are administrative registers: Population and Address Register, registers of the National Directorate-General for Aliens Policing, register of National Health Insurance Fund. The sources of emigration data are administrative registers: Population and Address Register, registers of the National Directorate-General for Aliens Policing, register of National Health Insurance Fund.
18.2. Frequency of data collection

Collection of vital events data is continuous. Migration  datasets are transmitted from dataowners on a quarterly base regarding migration data of Hungarian citizens while in connection with foreign citizens data are transmitted on a monthly base.

18.3. Data collection

Data of live birth statistics are collected by civil registrars and health institutions, death statistics are collected by civil registrars. Migration data are transferred from different administrative data sources with different frequency (see 18.2.).

18.4. Data validation

During data production processes, quality and consistency checks (e.g. dual record checks) are carried out in order to handle logical contradictions and errors.

18.5. Data compilation

As for live births statistics, data sources are collected by civil registrars and health institutions, while deaths statistics data are collected by civil registrars and than compiled by the Hungarian Central Statistical Office. Coding, editing and imputation are carried out by the HCSO, and then the final, verified data are loaded into the internal Demographic database.

In case of migration data, input data are transmitted from different administrative organizations as the Population and Address register, and registers of the National Directorate-General for Aliens Policing, and the National Health Insurance Fund. Datasets are linked by the HCSO, then cleaned from duplications and estimations of stocks and flows are made

18.6. Adjustment

The reason for the statistical adjustment is that population, vital and migration statistics data are compiled from several separate data sources (i.e. civil registrars, health institutions, HCSO statistical data collection on vital events, Population register, National Directorate-General for Aliens Policing, National Health Insurance Fund), which are not fully harmonized.
