Live birth is the complete expulsion or extraction from its mother of a product of conception, irrespective of the duration of pregnancy, which after such separation, breathes or shows any other evidence of life, such as beating of the heart, pulsation of the umbilical cord or definite movement of voluntary muscles, whether or not the umbilical cord has been cut or the placenta is attached; each product of such a birth is considered liveborn (all live-born infants should be registered and counted as such, irrespective of gestational age or whether alive or dead at the time of registration, and if they die at any time following birth they should also be registered and counted as deaths).

The State Statistical Committee implements the quality management system in accordance with the international standard ISO 9001. In 2013 the external audit of the quality management system was conducted in the State Statistical Committee, and in August of the same year for the first time ISO 9001:2008 international certificate of conformity was obtained in the direction of "Production and dissemination of official statistical data". After a major change of the international standard in 2015, all documents of the quality management system were redesigned in accordance with the requirements of the international standard ISO 9001:2015. According to the results of certification audit conducted on March 09-10, 2017, the apparatus of The State Statistical Committee and 13 local statistical offices where QMS is applied, and then the apparatus of the State Statistics Committee according to the results of recertification audit conducted on March 02-06, 2020 and another 17 local statistical offices where QMS is applied, then according to the results of recertification audit conducted on February 13-17, 2023, the apparatus of the State Statistics Committee and 45 local statistical offices where QMS "Production and dissemination of official statistical data" is applied, have received the international certificate of conformity 9001:2015 in the direction of "Production and dissemination of official statistics" (Certificate ISO 9001:2015). Since 2012 the General Statistical Business Process Model (GSBPM) is applied for standardization of statistical production. On the basis of the national version of "Statistical Business - Common Process Model" the description of statistical processes for the application of GSBPM in the process of statistical process management for statistical indicators of population statistics (Stat AZ website) is prepared.
11.2. Quality management - assessment
Internal audit is carried out in all departments under the annually approved audit program. Audit teams are set up to conduct audits, with each department covered by an individual audit plan. In the State Statistics Committee, internal monitoring of quality properties is a centralized function performed by an authorized structural unit (Quality management and metadata); an integrated (generic) analysis of the audit findings is then annually submitted to the SCC leadership. Before any audit, members of the audit team (auditors) are trained by the principal auditor and at the corresponding workshops no less than once a year. As regards the activity of the State Statistics Committee, compliance with ISO 9001:2015 (Quality management systems – Requirements) international standard is a strong point. On the contrary, the unfinished transition to e-documentation and parallel paperwork activities could give rise to weak points, precisely an increased workload or slow adaptation to the requirements of new standards.

Information on birth, death, marriage and divorces are submitted to local statistical bodies by departments of registration of acts of civil status under the Ministry of Justice, then after primary control they forwarded these data to the State Statistical Committee of the Republic of Azerbaijan.
Information on migration are submitted by the State Migration Service of the Republic of Azerbaijan.
18.4. Data validation
To check data completeness and series, all software solutions employed by the State Statistics Committee have a logical supervisor function. Upon entering into the database, the corresponding data are subjected to verification. The validation, based on specifically designed check tables, is done by the staff of the Demographic Statistics Department. Consequently, local statistics authorities are informed of any detected case of inconsistency with the online database, with the explanations collected from respondents, to make relevant amendments before the end of the reporting period.
