7.1. Confidentiality - policy
Law 2/2013, of April 18, on the function of public statistics. Law 28/2017, of November 30, of the 2018-2021 Statistical Plan. Law 13/2022, of 12 May, of the 2022-2025 Statistical Plan. Law 15/2003, of December 18, entitled Protection of Personal Data. Law 29/2021, of October 28, qualified as protection of personal data. Through Law 2/2013, of April 18, on the function of public statistics and Law 15/2003, of December 18, qualified as protection of personal data, the confidentiality of information is guaranteed. All DdE staff sign a document through which they undertake to comply with Statistical Secrecy. The administrative infractions of those who carry out the statistical activity can be minor, serious or very serious. Examples of the latter would be the requirement of information to produce statistics without the existence of the corresponding regulatory rules, the use of statistical data protected by statistical secrecy for non-statistical purposes, etc. and carry penalties of 3,001 to 30,000 euros. The exchange of information with external users takes place under prior anonymization of the data. Legal warning
Each Department of Statistics technician only has access to the data of the statistical activities that they develop. In this way, confidentiality is guaranteed in the processing of data within the organization itself. The Department of Information Systems (DSI) manages access to directories, data and microdata. The data held by the Statistics Department are exclusively processed by the department's technicians. In the event that an external service lender has to configure an information system, it is subject to the duty of statistical secrecy and confidentiality, and operates the treatments within the information systems managed by the DSI, without transferring information.
8.1. Release calendar
Statistical information is published in accordance with a calendar of publications approved according to the statistical plan and taking into account principle 6 of Impartiality and objectivity of the Code of Good Practice for European Statistics of November 16, 2017 in which "The statistical authorities develop, produce and disseminate European statistics respecting scientific independence and in an objective, professional and transparent manner, so that all users receive the same treatment."
The data is disseminated to all users through the Official Statistics Portal. The data is published simultaneously in all interested parties by issuing a press release and updating the information in the Indicators Database of the Official Statistics Portal. At the same time that the press release is also sent via twitter to subscribed users. The press release is issued only in Catalan (the English version only includes the summary).
There is the possibility of requesting information on demand in the area of statistical coordination. Limitations on confidentiality or accuracy are taken into account when processing such requests. Statistics are presented in a clear and understandable way, disseminated in standardized formats, access to metadata and support guidance.

11.1. Quality assurance
The quality assurance framework for Department of Statistics statistics is based on the ESSCoP, the EUROSTAT European Statistics Code of Practice. The ESSCoP consists of 16 principles, grouped into three areas: Institutional Environment, Processes and Products. Each principle is associated with a series of indicators that allow its size. Different tools provided by EUROSTAT are used to assess quality: the aforementioned indicators, self-assessment inspired by the DESAP model, Peer Review, user satisfaction surveys and other assessment procedures.
11.2. Quality management - assessment
In 2020, the methodology proposed by Eurostat within the framework of the "European Statistical System Peer Reviews" has been incorporated into the annual quality report. This methodology includes the qualitative aspects of the application of the statistical principles contained in Law 2/2013 on the statistical function, as well as the European code of good statistical practices. From its application, it is concluded that it is necessary to carry out two actions that should allow the improvement of most of the indicators, and the rebound of the quality of the statistics produced or disseminated. In 2021, the Manual for the preparation of quality and metadata reports has been implemented, based on which the concepts and metadata necessary for the preparation of user and producer reports have been built. The proposal for a statistical plan for the period 2022-2025 recommended the development of activities A229-Generic model of the statistical process, based on the GSBPM methodology of the UN working group (Modern Stats), for the analysis and monitoring of the process of conceptualization, production, analysis and statistical dissemination, as well as activity A230-Generic model of statistical information, based on the GSIM methodology of the UN working group, for the organization and harmonization of the information produced. Both activities must be carried out by the activity set of the plan, during the next four years.
12.1. Relevance - User Needs
In general terms, users have the need to obtain the Key outputs of each statistic with punctuality and precision at the time of its dissemination, that these be related to other data or to be able to have access to microdata.
Obtaining information on the needs of users and the uses for which the data is needed is achieved through surveys of user groups, on a four-year basis with the aim of configuring the new statistical plans. From the treatment of queries addressed to the Department of Statistics, as well as the conclusions of the results of work on projects with other agencies, the members of the department adjust the current availability, based on the quality of the data in administrative records and surveys, internal procedures; and respect for statistical secrecy.
12.2. Relevance - User Satisfaction
A quadrennial survey is carried out to find out the level of satisfaction of the users where they are asked, for each one of the statistical areas, the frequency of use of each statistical activity, the priority that they want for each statistical activity, as well as an assessment of the adaptation of statistics to the principles of official statistics (Accuracy and reliability, Opportunity and punctuality, Coherence and comparability, Accessibility and clarity and Relevance).
User satisfaction is also evaluated through the queries they make to the Department of Statistics and the number of accesses they make to the web.
