The livestock and meat statistics are collected under Regulation (EC) No 1165/2008 since 2009. They cover slaughtering in slaughterhouses (monthly) and other slaughtering (annual), GIP (gross indigenous production) forecast (semi-annual or quarterly data), and livestock statistics (once or twice a year), including regional statistics (annual).This template lists the questions constituting the quality report required in Article 17 of EU Regulation N°1165/2008 on livestock and meat statistics. 

This quality report covers the year 2019 and all the quality indicators already reported for year 2010 on the statistical processes used to meet the Regulation (EC) No 1165/2008.

Livestock
In order to guarantee the traceability of live cattle, it is necessary touse specific tools. The SITRAN (Sistema Integral de TRazabilidadANimal) consists of a heterogeneous and distributed database thatconnects the existing registries in the different autonomouscommunities with a centralized registry, through specificallydeveloped information exchange mechanisms.
 
SITRAN is made up of three main modules, which are interrelatedwith each other:
 
REGA (General Registry of Livestock Farms), which includesthe basic data of more than 900,000 farms located in Spain, relatingto more than one hundred and fifty different species of productionanimals. The Real Decreto 479/2004, of March 26, establishes andregulates the Registry.
 
REMO (Record of movements of species of livestock interest),which collects information on the movements of different species(in the case of cattle, sheep, goats and horses, individually; in therest of species, by batches ).
 
RIIA (Register of individual identification of animals), inoperation for bovine, ovine, caprine and equine species.
 
The Real Decreto 728/2007, of June 13, establishes and regulatesboth REMO and RIIA.
 
 
SITRAN relies entirely on the data provided by the applications of theAutonomous Communities and Cities, which in turn come from thedata provided by the farmers themselves (when managingregistrations, cancellations, issuance of identification documents,census statements, etc.) or obtained through the exercise of its powers(inspections, controls, issuance of movement documents, etc.).
 
REGA (General Registry of Livestock Farms) is used for annual update of the survey frame for pig livestock statistics.
 
The statistic on pig livestock is the result of the collaboration of different administrations. The sample design is provided by the Ministry of Agriculture, Fishing and Food, while the field work for the survey is carried on by the units in charge of agricultural statistics in the Autonomous Comunities.

Further comments

The frame for the survey on pig livestock for November 2019 is obtained on the basis of the REGA register (General Registry of Livestock Farms), which includes the basic data of more than 900,000 farms located in Spain, relating to more than one hundred and fifty different species of production animals.

The registration is mandatory for livestock farms with meat production and/or breeding activity. The registration is voluntary for other type of livestock farms as commercial operators or leisure/education farms. 

 

The REGA is processed to (1) identify the livestock farms declaring having pig livestock and (2) identify the units not having a meat production and/or breeding activity, in order not to be considered in the statistical frame for the pig livestock of the survey.

 

The sample units that declared that never had pig livestock for meat production and/or breeding activity were 5 out of a sample of 5299 units, for the survey on pig livestock reference Novembre 2019 (0.09% of the sample not being part of the scope of the survey).

Field work relies on Autonomous Communities, while compilation and analysis of results for the whole territory of Spain relies on the unit in charge of livestock statistics in MAPA. Different Autonomous Communities may stablish different control sets, but results are analysed for each transmission to Eurostat at least twice (one by the Autonomous Community and one by the MAPA). This analyse consist in consistency checks, identification of outliers, and coherence with time series, regional comparison, and cross-check with administrative data.
