Changes in the methodological information since last year’s questionnaire: 

2.1. Data description

Bosnia and Herzegovina providing  monthly and annualy data for milk and milk products in line with Directive 96/16(EC) and Decision 97/80 (EC).

Collected data we regularly delivering in Eurostat. The main goal is to harmonize Milk statistics with the European standards and EU recommendations.

Milk statistics (annual) in Dairies are led by the concept of ‘national dairy’, i.e. the dairy sector is considered as a single process, which internal flows are not (intended to be) taken into account.

Use of raw milk is followed through production of its two main components, fat and protein content. Milk processed is thus accounted for as an aggregate of UWM (utilized whole milk, with the full content of fat and proteins) and USM (utilized skimmed milk, with the full content of proteins, without fat). As a process can produce skimmed milk further to the main (fat) product and, in such a case, USM can be negative. This is especially the case for cream and butter production.

 

Regional data

Region means a sub-division of a Member State territory. 'Region' refers to NUTS 2 for milk production (farms), the NUTS reference being the version applicable on the date of data transmission.

2.5. Statistical unit

The survey is carried out by the reporting method and includes all companies/dairies involved in the collection and processing of milk and the production of dairy products in the territory of Bosnia and Herzegovina (Enterprise).

2.6. Statistical population

All dairies report the monthly data on cow’s milk and annual data for all milks. Number of dairy companies present on 01 January 2020 amounted 34 and the number of collection centres or companies amounted 105. The number of official milk producing agricultural holdings (farms) concerned on the 01 January 2020 in BiH was 9.732 according to the Ministries for agriculture Federation of Bosni and Herzegovina and Republic of Srpska.

CATI method for collecting data

Description of survey methodology 

The main goal of Annual Farm Survey is to data collection about agricultural production on the family agricultural holdings and agricultural enterprises/entrepreneurs.

The survey should provide annual data on agricultural production (both crop and animal production) with utilization in Bosnia and Herzegovina.

Data refer to the reference year and includes the following:

a)        Utilized Agricultural area (by way of using)

b)        Annual crops production, balance of crops production and utilization of main crops

c)        Livestock and livestock production and balance of livestock and livestock production

d)        Production and utilization of milk (all milk) on farm and balance of milk on farm. (Table C. EU Reg. 97/80)

e)        Slaughtering livestock on the farm.

 

For the first time we conducted Annual Farm Survey in December of 2017. In future we need to make comparing those data with data from experts estimations.

3.4. Data validation

Entity statistical institutions and the Agency for Statistics of BiH perform checks on the validity and credibility of the data.Data authentication checks include data accuracy checks and estimates of all possible data related errors.Validation is followed by consistency of data with respect to earlier time series.

Explain and detail the method used to calculate or estimate the annual production and use of milk on the farm:

Through IPA 2014 we developed model for Table C together with expert Alexander Julius Ruth.

In that model we used data like as: monthly data about collecting milk, annual data, data from green market, data from HBS.

 

After all, we think to need further improvement in this area.

Statistical procedures for setting the series are not used (data on Annual collection of all types of milk and milk products production are not seasonally adjusted).

The frequent users' requests are satisfied in a way that along with a publication related to a particular research within the annual announcement contains the table with the entire series of indexes. In order to facilitate the interpretation of data, each release contains a brief commentary and methodological instructions. Primarily, as key users of the Annual Report on the collection all types milk and dairy products at the BiH level are institutional organizations of BiH, entity institutions, institutions of the Brčko District. Further, users of this data are foreign institutions such as embassies and consular offices, many foreign organizations which operate in the territory of BiH, then international and European institutions and organizations involved in the process of collecting and processing such data as EUROSTAT, FAO, UNCCD, GTZ, etc.

The total number of metadata used in the reference ESMS is 55. The number of available metadata elements in the annual milk statistics is 46. Therefore, the metadata completeness rate for monthly milk statistics is 84% (46 / 55x100).

10. Cost and Burden Top

We don't have developed system for following cost and burden for this surveys.

For monthly data we have 34 dairies which every month filling questionnaire and sending at entity statistical office. For filling questionnaire is necessary about 15 minutes.

For annually data it is the same number of dairies, but questionnaire is more complicated and extensively. For filling questionnaire is necessary about 30 to 50 minutes.

The confidentiality of statistical data is required by law, and the staff who conducting the statistical survey has the same legal obligation to protect confidentiality. Thus,  in Article 27 of the Law on Statistics of BiH states that "When collecting, processing, delivering and distributing statistical data of Bosnia and Herzegovina, the competent authorities, including bodies at the entity level, undertake all the measures of organizational, regulatory, administrative and technical nature that are needed to protect the confidentiality of data from unauthorized access, publication and use ", and Article 28 of the same Law states:" Persons who, when performing their duties, have access to confidential information must comply with the provisions of this law and after they cease to perform their functions. "
