3.1. Data description

Statistics on eggs for hatching and farmyard poultry chicks are collected under (market) Regulation (EC) No 617/2008. They are the earliest available information to foresee production of poultry meat and eggs, as the numbers of chicks of various utilities placed in the farms of each Member State, i.e. the number of chicks placed by the hatcheries of this Member State increased by the net import of chicks.

In Serbia, statistics on eggs for hatching and farmyard poultry chicks is harmonised with Regulation (EC) No. 617/2008. Data are provided from administrative sources, based on the Cooperation Agreement (Annex 1), signed between Ministry of Agriculture, Foresty and Water Management (MoA) and Statistical Office of the Republic of Serbia (SORS), on 14 January 2014, Official Statistics Law (Official Gazette of RS, No 104/09, 24/11) and Regulation on defining the plan of official statistics for the referent year. Unique and internationally comparable data refer to the structure and activity of hatcheries (number of eggs placed and production of chicks intended for actual use) and external trade of chicks.

External trade statistics are based on the United Nations Standard International Trade Classification (SITC). The categorization of eggs for hatching and chicks according to species, category and type of poultry is given in Regulation (EC) No 617/2008.

The statistical units for hatchery statistics are hatcheries. For the purpose of providing data regarding the structure and activities of hatcheries, all registered hatcheries in the territory of the Republic of Serbia (40) are covered.

Statistical units for imported chicks  are all chicks importers. Customs officials and authorised shipping agents transmit in electronic form all Uniform Administrative Documents (UAD) on imports of goods (chicks) to the RS Customs Administration.

MoA is responsible for implementing the Regulation (EC) No 617/2008 in the Republic of Serbia. In this regard, MoA informed hatcheries registered in the territory of the Republic of Serbia about the national and international needs for providing statistics on eggs for hatching and farmyard poultry chicks. Hatcheries transmit regular monthly reports since 2019. Currently, there is no law covering these statistics or a law obliging hatcheries to transmit data, there is only Rulebook on egg quality ("Official Gazette of RS", No. 7/2019, 35/2019 and 78/2019) with details regarding egg marketing standards and quality.

Provision of relevant data from administrative sources is based on the Official Statistics Law (Official Gazette of RS, No 104/09, 24/11) and Regulation on defining the plan of official statistics for the referent year.

In accordance with the Cooperation Agreement between MoA and SORS - Annex 1, SORS is obligated to ensure technical assistance to MoA, including processing and dissemination of relevant data.

SORS publishes on website all EU data sets on statistics on eggs for hatching and farmyard poultry chicks that are transmitted to Eurostat (see details by data set under 10.2), for national data users. Further, regarding poultry statistics, data on the number of poultry by species are also published as well as  estimation of poultry meat production, total egg production and production of eggs for consumption in the relevant year. At the moment, SORS does not forecast production of poultry meat or egg production.

From 2019 data on activity of hatcheries are provided from administrative source. In accordance with Cooperation Agreement between MoA and SORS - Annex 1 signed on 14 January 2014, MoA is resposible for providing appropriate records on the activity of hatcheries. SORS is obligated to ensure technical assistance to MoA, including processing and dissemination of these data. Data on structure of hatcheries are based on monthly reports of hatcheries.

18.3.1. Main way (AH)

Related to the activities of hatcheries, in order to ensure proper records of MoA, the application for web form data entry which refers to hatcheries’ activity was developed in .net technology, and the database is Microsoft SQL Server 2008 R2. The hatcheries perform controlled web form data entry on monthly basis, by the 10th day in a month for the previous month. The application allows the creation of monthly and annual aggregates. SORS performs the downloading, processing and dissemination of these data. 
18.3.2. Main way (TC)

The data source for external trade statistics (including the data on imports and exports of chicks) is the Uniform Administrative Document (UAD) on exports and imports of goods. Customs officials and authorised shipping agents transmit in electronic form all documents to the RS Customs Administration. The SORS/External trade and transport statistics division takes over single administrative documents, ready for automatic data processing, from the Customs Administration and carries out further statistical control and processing.  Data on trade of chicks refer to the realized  exchange (export, import) of goods under the following headings: 0105111100 - chicks for laying hens (selection); 0105119100 - chicks for laying hens (utility); 0105111900 - meat type chicks (selection); 0105119910 and 0105119990 - meat type chicks (utility); 0105120010 and 0105120090 - turkeys; 0105130010 and 0105130090 - ducks; 0105140010 and 0105140090 - geese; 0105150010 and 0105150090 - guinea fowls. It should be noted that this source does not provide data on the mixed use of chicks and when sending data to Eurostat   "0" is entered for this use.
