3.1. Data description | |||
AH, SH: Statistics on eggs for hatching and farmyard poultry chicks are collected under (market) Regulation (EC) No 617/2008. They are the earliest available information to foresee production of poultry meat and eggs, as the numbers of chicks of various utilities placed in the farms of each Member State, i.e. the number of chicks placed by the hatcheries of this Member State increased by the net import of chicks. In Germany, the survey in hatcheries is a central federal statistic. The organization and data collection is the task of the Federal Statistical Office. It takes place as an online survey. All hatcheries are obliged to submit their reports to the statistical offices by electronic means. For this purpose, the online procedures provided by the Federal Statistical Office have to be used. The survey is mandatory for the respondents. It is a total survey with cut-off threshold. All hatcheries with a capacity of at least 1 000 eggs excluding the hatching room are surveyed. TC: The subject of foreign trade statistics is Germany's cross-border trading of goods with other countries. All physically incoming or outgoing goods and electricity are statistically covered. Services of whatever type are generally not included in foreign trade statistics, except for processing transactions in connection with cross-border movements of goods, which are covered and shown in foreign trade statistics. |

AH, SH: The results of the statistic are used for the preparation of supply balances of the Federal Agency for Agriculture and Food (BLE). TC: Foreign trade statistics constitute a key indicator of economic development and hence are an important instrument for numerous public and private decision-makers. These statistics help, for instance, national and international authorities to prepare bilateral and multinational negotiations and businesses to conduct market studies and define their trade strategies. They are an indispensable source of information for balance of payment statistics, national accounts and short-term economic analysis. |

7.2. Confidentiality - data treatment | |||
AH, SH: To ensure confidentiality during dissemination data are aggregated. The primary confidentiality for those aggregates is calculated using p%-rule and the secondary confidentiality is added mechanically into the aggregates with the aid of the tool Tau-Argus. Confidential cells are suppressed. TC: Passive confidentiality in foreign trade statistics is regulated by European law (Regulation (EC) No 471/2009 Article 10, Regulation (EC) No 638/2004 Article 11). In accordance with that law, individual data are kept confidential at the request of the exporters or importers concerned. Names and addresses of the respondents are definitely not published. The Federal Statistical Office examines whether the confidentiality request of an exporter or importer is justified. If the confidentiality request turns out to be justified, the relevant foreign trade data will be kept secrect. Confidentiality cases are covered either under a collective code (Confidentiality in foreign trade statistics) or under a "Confidential countries" heading. |

AH, SH: The results of this statistic are supposed to provide a reliable estimate of poultry production and the expected development of poultry populations. The main users of the statistics include the Statistical Office of the European Union (Eurostat) and the Directorate-General for Agriculture and Rural Development of the European Commission, the Federal Ministry of Food and Agriculture (BMEL), the respective ministries of the Lander and scientific institutions. Associations (for example farmers' association), interest groups and interested companies are further users of these statistics as well as private persons seeking information. TC: Foreign trade statistics constitute a key indicator of economic development and hence are an important instrument for numerous public and private decision-makers. These statistics help, for instance, national and international authorities to prepare bilateral and multinational negotiations and businesses to conduct market studies and define their trade strategies. AH, SH: due to the very small population 100% of questionnaires are collected TC: There is usually no non-response in extra-Community trade statistics. As for intra-Community trade statistics, adjustments for non-response are made at the businesses level in a breakdown by partner countries, Bundesländer (German regions) and chapter levels of the Commodity Classification for Foreign Trade Statistics. Currently, the scope of first adjustments for non-response amounts to 5.0 % for dispatches and 8.5 % for arrivals. Non-response is gradually reduced by subsequent (late) declarations. In the final data for 2020 the scope of remaining adjustments were for nonresponse amounted to only 0.5 % for dispatches and 1.3 % for arrivals.

AH, SH: The data of the previous period is applied to the current period for the missing hatchery.
TC: Estimates for non-response are only available down to the two-digit level (chapters) of the Commodity Classification for Foreign Trade Statistics. Therefore, undercoverage may occur at the most detailed level (eight-digit commodity codes). Due to declarations submitted by businesses at a later time, however, undercoverage will be largely reduced. |
