Data description

In 2013 and 2015, Austria applied for grants on the topic of a "data collection system for agricultural land prices and rents" following the target methodology specified by Eurostat.

As indicated in these grants, Austria wants to develop a methodology for calculating land prices in order to provide data as soon as a European regulation is in force. Until then, no data will be provided.

Since joining the European Community in 1995, Austria has sent data on arable rents collected within the national FADN which has a sample of about 2000 holdings.

The collected data is asked by an additional data collection within the national FADN on a voluntary basis. Respondents are asked what the average rent per hectare and year of agricultural land (separately for arable land, grassland and vineyards) in the local area is. It´s an expert estimation.

In principle the data is collected within the national FADN.

Within this context they are a part of the dataset of the national FADN data which are extrapolated with the FADN weights. This is a significant difference to the methodology set out in the Eurostat Target Methodology for agricultural rents.

To meet the requirements for Eurostat the individual data from the national FADN data collection is taken and processed according to the provisions of the Eurostat target methodology taking into account the rented areas from the latest FSS.

The individual data are requested as part of supplementary questions within the national FADN on a voluntary basis in the form of an interview with the farmer.

The collected data are average rents per hectare and year for agricultural land (separately collected for arable land, grassland and vineyards) in the regional area of the respondent. Respondents are asked what the average rent of agricultural land in the local area is. Basically it´s an expert assessment in the form of an interview.

The data collection is part of the national FADN in the form of an interview by a responsible consultant who is giving personal feedback to the respondent once a year. In this course the average rent per hectare and year for agricultural areas (separately for arable land, grassland and vineyards) is being asked.

As the FADN consultant is responsible for some other respondents in the regional area and has a long term experience he or she can scrutinise obvious diverging and implausible data both in comparison over time and in comparison between respondents in the same or similar regional area.

The individual data from the data collection of the national FADN contain only the paid amount, the type of land (arable land or grassland) and the Nuts 3 code.

  • 1. Step: The individual data at Nuts 3 level are checked for outliers using the “Box-and-Whisker” plot method.
  • 2. Step: calculating of an arithmetic average on Nuts 3 level.
  • 3. Step: calculating of a weighted average on Nuts 2 level based on the data of the rented area of the latest census (FSS 2010).
  • 4. Step: calculating of a weighted average on Nuts 1 and Nuts 0 level based on the data of the rented area of the latest sample survey (FSS 2013 and FSS 2016) or census (FSS 2010).

Data on country level are aggregated by calculation of a weighted average based on the data of the rented area of the latest sample survey (FSS 2013 and FSS 2016) or census (FSS 2010).

The basis for calculating weighted averages is data of the rented areas from the FSS.

As the FSS questionnaire asks for rented agricultural areas without distinction into arable land or grassland, an adjustment by means of a computation has to be made. On the lowest regional level the share between arable land and grassland is derived. Then the rented agricultural area is multiplied with the appropriate percentage to get the approximately rented area for arable land and grassland for the regional level.
