The  National Action Plan for achieving sustainable use of pesticides 2013-2023 laiddown of the requirements and maintaining data collections and keeping records on the sale of pesticides.

The Ministry of Agriculture collects data and information sale of pesticides by Phytosanitary Information Base (FIS). Data are collected annually.

Regulation (EC) No 1185/2009 of the European Parliament and of the Council of 25 November 2009 concerning statistics on pesticides requires from MS statistical data of the plant protection products consumed in agriculture once in a 5 year period. Second data set for Croatia refer to the reference year 2019 (for the growing season Autumn 2018 - Autumn 2019). They are estimated on the basis of a scientific study.

2.2. Classification system

The classification used for pesticides corresponds to Annex III of Regulation (EC) No 1185/2009 (http://data.europa.eu/eli/reg/2009/1185/2017-03-09) of the European Parliament and of the Council.
The classification system for crops derives from the Annual crop statistics Handbook 2019 (https://ec.europa.eu/eurostat/cache/metadata/Annexes/apro_cp_esms_an1.pdf).

2.3. Coverage - sector

Selected crops – grain maize covered 30% of sown area of agricultural crops, potatoes, sugar beet, oil seeds,  and rape 10 % respectively, use of pesticides on those crops is relevant. Information for pesticide treatment on selected vegetable and permanent crops is also of national importance.

Revision Policy of the Croatian Bureau of Statistics is based on the principles of the European Statistics Code of Practice.
Revision policy of the Croatian Bureau of Statistics distinguishes three types of revisions: regular revisions, major revisions and unscheduled revisions.
Unplanned revision of the pesticide use may be carried out. In any case it is necessary to clarify the reasons for a revision (mistake in data sources or calculations or due to the unexpected changes in the methodology or data sources).
The users of statistical data are informed about revision (preliminary, final data) on CBS web site.

•small number of units: if a value is calculated from less than 3 holdings, this value is put to zero;
•rounding: the values are rounded to the closer multiple of 1

11.2.1. Procedures for confidentiality

In the ongoing CBS restructuring, it is foreseen to place the focal point for ensuring confidentiality, including provision of guidance, recommending appropriate methodologies and periodical examination of methods used for data protection, within the Statistical Business Register, Classifications, Sampling, Statistical Methods and Analyses Department. A filter is applied during the table compilation using the following processes:

• dominance treatment: if any holdings account for at least 85% of the value, this value is put to zero;

• small number of units: if a value is calculated from less than 3 holdings, this value is put to zero;

• rounding: the values are rounded to the closer multiple of 10.

12. Comment Top

Within the frame of two studies ("Impact of agriculture on surface and groundwater pollution in the Republic of Croatia" and "Determination of priority groundwater monitoring areas within an intensive agricultural area"), an analysis of pesticide consumption in agriculture in Croatia was conducted. Consumption analysis was carried out with the aim of determining the pressure from agriculture on surface and groundwater. The aim was to determine potentially dangerous active substances of pesticides for water and the environment in general. The analysis has been done on the basis of consumed quantities of active substances and based on the way of agricultural land use. Data on the type, amount consumed and crop treated are necessary for establishing and conducting regular monitoring of waters in Croatia. Collected data enables professionals to develop a strategy to reduce pesticide residues in plant products and in the environment in general. Consumption data are based on available Phytosanitary Information System (FIS) data.
