2.1.1. Main characteristics of statistics

The data set of pesticide use statistics for the reference year 2019 (for period 2015-2019) comprises the quantity of each active substance (listed in Annex III of Regulation (EC) No 1185/2009, as amended) contained in plant protection products used on selected crops and the area treated with each active substance. The area treated is provided on the level of active substances because double counting could not be avoided in aggregations. The selection of crops is representative in terms of the crops cultivated and the substances used.

Data on agricultural pesticide use statistics have been collected in the Czech Republic for the purpose of monitoring the consumption of plant protection products in agriculture annually since 1998. The Central Institute for Supervising and Testing in Agriculture (hereinafter referred to as the CISTA) is responsible for this issue. The CISTA is the administrative phytosanitary care authority with competence for the Czech Republic, established by Act No 147/2002 of the Czech Republic Collection of Laws (hereinafter referred as Coll.), on phytosanitary care and on amendments to certain related laws, as amended. The CISTA is subordinate to the Ministry of Agriculture of the Czech Republic.

Since 2010, a single methodology has been used for pesticides use statistics. The source of data is a sample survey. The CISTA and the Czech Statistical Office (the CZSO) collaborate on the data collection and processing. The CISTA is responsible for the data collection and data dissemination; the CZSO is responsible for data processing.

2.2. Classification system

The classification used for pesticides corresponds to Annex III of Regulation (EC) No 1185/2009 (http://data.europa.eu/eli/reg/2009/1185/2017-03-09) of the European Parliament and of the Council.
The classification system for crops derives from the Annual crop statistics Handbook 2019 (https://ec.europa.eu/eurostat/cache/metadata/Annexes/apro_cp_esms_an1.pdf).

2.3. Coverage - sector

This data set covers the agricultural sector, particularly the agricultural use of pesticides on selected crops.

The selected crops cover 78% of utilized agricultural area excluding permanent grassland. The total amount of active substances used for selected crops represents 88% of the overall amount of active substances used in agriculture.

Information on the commercial non-agricultural use of pesticides in the Czech Republic are not available.

2.4. Statistical concepts and definitions

The data reported are the quantity of each active substances listed in Annex III of Regulation 1185/2009 contained in plant protection products used on a selected crop, expressed in kg. The area treated with each substance are expressed in hectares.

2.5. Statistical unit

Agricultural holdings.

2.6. Statistical population

The statistical population includes agricultural holdings reaching the following thresholds: 10 ha of arable land or 5 ha of specialty crops (the sum of the area of vineyards, hop gardens and orchards), or 1 ha of vegetables. Agricultural holdings dealing with organic farming are excluded. All plant protection treatment on selected crop is reported.

Active substances are summed up into new variables, it means major groups, categories of products, and chemical classes, during data processing by the CZSO.

Other measuring units like litres or Colony Forming Units (CFU) are converted into kilograms automatically during the data collection by the CISTA.

There is no imputation. Non-response is very low because the agricultural holdings have an obligation to provide information about their usage of pesticides on legal basis.

Stratified sample survey is used; the stratification is based on size, location, and specialisation of agricultural holdings. Values obtained in the strata with the sampling rate under 100% are weighted using coefficients according to the percentage of selected units. Weight calibration is not used.

Outliers were tested using boxplots. No extreme observations that would affect the results were detected within the strata.

Only one data source is used for this data set.

The reason for the unplanned data revision was the correction of records of two active substances that were not used in 2019. Performed revision has a very low impact.
