2.1. Data description

The data on distributed plant protection products (hereafter PPP) are collected by the State Plant Protection Service of Latvia (hereafter SPPS). The data source is full survey of all respondents - PPP distributors. In accordance with 8 section of the Plant Protection Law of Latvia, companies which import or distribute PPP by 1 April of each year have to submit information to the SPPS regarding the previous calendar year, with an indication of the names and quantities of the PPP sold to users. The report can be sent using a template provided by SPPS or in a free form considering that all the necessary information will be provided. The quantity of each substance contained in pesticides placed on the market is compiled by SPPS and expressed in kilograms of substance.

Harmonized classification of substances in accordance with updated ANNEX III of Regulation 1185/2009.

All companies which import or distribute Plant Protection Products (PPP) with an indication of the names and quantities of the PPP sold to users.

3. Statistical processing Top

Data are received from respondents in a paper form or electronically by e-mail and afterwards information is entered into the SPPS database "KUVIS".

All the incoming source data are accurate and can be used for statistical agregates.

After receiving data are validated and processed. The report is developed by  using the processing software in database "KUVIS".

The acquired results are compered with the data on previous years. Reliability of the data is assessed. All control procedures are integrated in the processing software.

The information is compiled by using the processing software in database "KUVIS". All control elements are integrated in the processing software and in  case of additional information all corresponding aggregates are recalculated automatically.

4.1. Quality assurance

Methodology of the data collection on PPP sales is regularly revised and harmonised. Data validation process includes control elements integrated in the data processing software and in case of additional information all corresponding aggregates are recalculated automatically.

4.2. Quality management - assessment

The overall quality of the statistical output - data on pesticides placed on the market expressed in kilograms of substance are assessed as good. The main strenght of the process is that the data collection is based on the legislation. SPPS also applies procedures for quality management and quality assessment. Statistical output is in accordance with quality standard criteria. The key aspects of quality - accuracy, completeness and punctuality are assessed as good.

Yes, the users have shown interest in the data. Mostly those are scientists, students or the media. User's requests for data is evaluated and the information is provided in accordance with the cofidentiality requirements. Of course, users would like to obtain more detailed data but, to comply with the data protection rules, we often can not give them  as much information as they would like to. We provide the information about the categories of products, but they would like to receive information on distributed volumes of individual PPP.

11.1. Confidentiality - policy

Data confidentiality is stipulated by the Statistics Law Chapter V, "The National Statistical Information exercise's routines"paragraph 18-20. It is dermined that statistical data are confidential in case they directly or indirectly allow identifying private or public institution, which provides personal statistical data. The confidential data collected for statistical purposes may be used only in aggregated form and for economic and social analysis.
