4.2. Quality management - assessment

The data are from a compulsory declaration system which is controlled. Until 2010, compulsory declarations only concerned distributors selling certain categories of the most dangerous products (products classified T, T+, N or CMR), implying that certain substances may not have been declared or only have been partially declared. Since 2010, declaration has been compulsory for all distributors, regardless of the classification of the product. However, as the entry into force of this regulatory reform was progressive, and declaration also became compulsory in 2012 for distributors of seeds treated with plant protection products and farmers buying products from abroad, it can be assumed that all sales are declared since 2014. The declaration system covers sales to end-users (or purchases abroad by end-users), which prevents double counting linked to authorisation transfers or intermediaries in the sale chain from occurring.

Before the implementation of regulation n°1185/2009, there was no statistical survey on this topic nor such data publication. We are not currently aware of any particular needs on the users' side.

All sales may not have been reported in 2011 but the number of distributors not affected by this measure until 2010 is very low. Distributors have a period of 4 months (until the 1st of april of the year N) to report  information for the calendar year N-1. Those data are then processed by the water agency responsible at national level for this data processing and then poured into the sales database (within about 5 months). We can expect data availability after about 9 months.

Internal procedures exist in the Ministry of the Environment intended to measure the quality of the database. We conduct checks during extractions by comparing the data to external sources (UIPP) to identify possible problems. We also check for each active substance trends from one year to another, given each substance status (newly authorised, not approved, period of grace, ...).

Costs for supplying data in the initial database by distributors are unknown. Use of the sales database and ensured consistency with Annex III to Regulation: 0.2 Full-time equivalent.

Secure access to the database (login and password assigned by the Ministry of the Environment). Security and confidentiality are the same as for the implementation of a statistical survey.

Statistical secret, using threshold (<3 units) and dominance rules (>=85%), is processed at distributor level (data supplier). Secondary secret is also processed when aggregates are calculated (no aggregate can contain only one secret data).
