2.1. Data description

All authorization holders of the plant protection products authorized in Finland were asked in March 2017 to provide Tukes with the data on the volume of the products they had placed on the Finnish market during the reference year (2016). The data was sent by the authorization holders or their representatives to Tukes by mail or by e-mail. The volumes of the products were entered in the Finnish Pesticides Sales Database.

3.1. Source data

All authorization holders of plant protection products are requested to report to Tukes (Finnish Safety and Chemicals Agency) the volumes of the products placed on the market.

3.2. Frequency of data collection

Annually.

3.3. Data collection

The authorization holders (or their representatives) provide Tukes with the data on the volumes of the products they have placed on the Finnish market during the reference year. The data is sent to Tukes by mail or by e-mail. The volumes of the products are entered in the Finnish Pesticides Sales Database.

3.4. Data validation

The figures of the product volumes are compared with the figures of the year before, product by product. Unexpected figures and possible double reportings are checked from the authorization holders / representatives.

3.5. Data compilation

The sales volumes of the active substances are calculated from the sales volumes of the plant protection products and the data is grouped according to the harmonised classification of the active substances for transmission to Eurostat.

The data on the volumes of the products placed on the market was received from all the authorization holders (or their representatives). The quality of the data was considered good.

5.1. Relevance - User Needs

Users of the data are agricultural, environmental, food safety and health authorities and research institutes, and  media. The data aggregated at the major group level is annually published at Tukes website. Part of the users are satisfied with this level, but many of the users have indicated interest in more detailed data (active substance level). Detailed data has been submitted on request for research and monitoring purposes (taking into account of the confidentiality rules).

Users have shown their interest mainly by contacting by e-mail and enquiring the data. Part of the users are satisfied with this level, but many of the users have indicated interest in more detailed data.

5.3. Completeness

Due to confidentiality reasons a large part of the data must be aggregated  before publishing. Part of the users are satisfied with this level, but many of the users have indicated interest in more detailed data (even at active substance level). Detailed data has been submitted on request only to be used as material for research and monitoring purposes (to other authorities, official research institutes and universities) but not to be published as such.

6.1. Accuracy - overall

Pesticide sales data was received from all authorization holders (or their representatives) having products in the Finnish Pesticide Register. The sales data of 2016 was compared with that of 2015 product by product. Some unexpected figures were found and the authorization holders / their representatives were asked to check these figures. One of the checked figures proved to be wrong and the given corrected figure was entered to the Finnish Pesticide Sales Database. In addition, double reporting was found in one case and this figure was corrected into the database.

It is important to note that the active substance Urea (ZR99_99_23) is used only in forestry. This information could be attached as metadata in Eurostat's database, because as much as half of the total sales of active substances in Finland consists of the sales of this single substance. The fact that urea is not used in agriculture is also important to be taken into account when the 'Sales by UAA' is presented in Eurostat's Statistical Publication.
