Main characteristics

2.1.1 Describe shortly the main characteristics of the statistics  

The Economic Accounts for Agriculture (EAA) provide detailed information on income in the agricultural sector. The purpose is to analyse the production process of the agricultural industry and the primary income generated by this production. The accounts are therefore based on the industry concept. The EAA accounts are detailed data on value of output (producer prices and basic prices), intermediate consumption, subsidies and taxes, consumption of fixed capital, rent and interests, capital formation etc. The values are in current as well as in constant prices. Agricultural Labour Input (ALI) and Unit Values (UV) are an integrated part of the overall concept of Economic Accounts for Agriculture.

Data includes information concerning:

- crop output - aoen area, crops and yields of basic cultivation i.e raw (not) processed products of plant origin

-animal output, i.e. production of animals for slaughter, raw (not processed) products of animal origin as well as the increase in farm animal stocks (livestock - the basic and working herd) which include: cattle, pigs, sheep, horses and poultry,

- intermediate consumption,

- investment outlays of fixed assets excluding interests from credits,

- estimation of labout input in agriculture (in AWU),

- subsidies on products and subsidies on production.

Law of 29 JUne 1995 on Official Statistics of statistical surveys of official statistics is an annual one, determined annually by the Council of Ministers.

Statistical Research Program of Public Statistics for 2018, based on regulation of the Council of Ministers of December 19, 2017, on the program of statistical surveys of official statistics for 2018 (Journal of Laws No. 2471).

Additional comments on data description

Statistical surveys may be conducted on an obligatory  or voluntary basis,

Statistical surveys involving natural persons, except for censuses, shall be conducted on a voluntary basis.

The conducting of a census which imposes the obligation to provide information on natural persons shall require a separate law.

The procedure for imposing responsibilities related to statistical surveys other than census, shall be determined by Law of Official Statistics.

 

2.2. Classification system

The EAA is an integral part of the European system of accounts and therefore for their compilation the Eurostat's general classification of economic activities, NACE Rev. 2, is used.

The polish equivalent of NACE is PKD 2007 -  Polish Classification of Activities. Objects are divided  into groups using the kind-of activity method and concerns agricultural activity in the area of crop and animal production according to Section A, Division 01.

the classification of Fixed Assets  (KŚT)  on the basis of which the value fixed assets are grouped according to types of  fixed assets.

EAA cover the Agricultural sector.

-value of crop output – in division into: products from own output that are utilized for production purposes (intra-unit consumption),  own consumption  of agricultural products from own production, market output - procurement, sales on market places and increase in inventory products  of plant origin

 - information  about sharing (allocation) of cereals, potatoes and vegetables intra-unit consumption on the basis of the unpublished data from CSO or on the basis of estimates of distribution of the product in the previous years,

 -value of animal output – breeding animals, state of farm animals at the end of the previous year and the end of the current year, increase in animal stocks, import, export, production of animals for slaughter in division into procurement, sales on market places, own consumption,

-value of products of animal origin – (milk, eggs, wool and others) in division into own consumption, intra-unit consumption, procurement, sales on market places,

-prices, value and quantities of agricultural products purchased by economic entities directly from producers,

- prices received by farmers at marketplaces,

- prices of non-consumer goods and services

- value of production and consumption of mineral or chemical fertilizers,

- value of sales and consumption of plant protection products,

- value of supply in qualified seed material,

 - outside services, transport costs, the consumption of purchased liquid fuels and lubricants, electricity,

 - outlays on fixed assets, gross value of fixed assets,

 -value of direct payments (a single payments, supplementary payments) and support for less-favoured areas (LFS) and payments connected with programs of the Common Agricultural Policy (agro-environmental programs under Rural Development Program RDP), with programs environmental protection and conservation of habitats with high natural value and maintenance of animal genetic resources and information about value of refund of excise tax included in the price of  diesel oil used for agricultural production,

2.4. Statistical concepts and definitions

One of the principal objectives of the EAA is to measure agricultural income and changes therein.
The three agricultural income indicators can be described as follows:
Indicator A: index of the real income of factors in agriculture per AWU
Indicator B: index of real net agricultural entrepreneurial income, per non-salaried AWU
Indicator C: net entrepreneurial income of agriculture

2.5. Statistical unit

In order to analyse flows generated by the production process and the use of goods and services, it is necessary to select units which emphasise relationships of a technico-economic kind. This requirement means that as a rule institutional units must be partitioned into smaller and more homogeneous units with regard to the kind of production. Local kind-of-activity units (local KAUs) are intended to meet this requirement as a first but practically-oriented operational approach.

The main units from which the information provided are used in EAA:

1. Agricultural holdings:

- natural person’s holding (private farm),

- the holding of a legal persons or an organizational unit without a legal personality; 

2.Legal persons and  organizational entities without a legal personality (including civil law partnerships and unlimited partnerships) and natural persons that purchase agricultural products,

3.Marketplaces,

4. Producers and importers of plant protection products,

5. Producers and importers of fertilizers,

6. Producers and importers of feedingsstuffs,

7. Retail outlets or entities performing non-consumer services in selected areas of research the prices within the country,

2.6. Statistical population

The agricultural holding, which is the unit currently used for statistical studies of agriculture (censuses, surveys of the structure of agricultural holdings), is the local KAU most appropriate to the agricultural industry.In addition to agricultural holdings, the agricultural industry comprises units made up of groups of producers (e.g. cooperatives) which produce wine and olive oil and specialised units which provide machines, material and labour for the performance of contract work.

Whole Country - Poland.

EAA are made for the country level, based on the results on a number of statistical surveys.

 

Agricultural surveys have not included owners of agricultural land who do not conduct agricultural activities, and owners of less than 1 ha of agricultural land who conduct agricultural activities on a small scale (below the specified thresholds).

Data are compiled according to the methodological inventory on the compiling of Economic Accounts for Agriculture and this is consistent with the National Accounts methodology.

3.6. Adjustment

Adjustments are carried out on the basis of updates of product prices and in the case of differences in sown area between annual surveys (and agricultural census).

Correction of production are made using information on particular agricultural markets (production balance) from Ministry of Agriculture and Rural Development, National Support Centre for Agriculture and representatives

of assiociated producers and processing industry. Information obtained from experts from the Team of the Statistics Poland and Market Research Department of the Institite of Agriculture and Food Economics are used.

Estimation of production are regularly published in the Market Analyses publication concerning cereals, rape, potatoes, fruits and vegetables, milk, meat, eggs and food market as a whole and the means of production for agriculture.

For example - the accounts of values of wheat and rye production in relation to preliminary data shown in th balace sheet of their allocation are adjusted in terms of values and the amount of bran.

The statistics on the amount of bran are related to agrregate values, thus disision by quantity for wheat bran and rye bran is set on the basis of the proportion of wheat and rye for own consumption.

In the case of oilseeds, a correction is made regarding the intra-unit consumption and the increase in inventory, which should correspond to the quantities of oilseeds in total from voivodship tables.

Voivodship tables are prepared after the development of national data.

Implementation of regulations No. 35 of the President of the Statistics Poland of 28 December 2011 in the case of measurement, evaluation and monitoring of the quality of statistical surveys in units

official statistics (Department of Methodology, Standards and Registry) ​​with the participation of Mathematical Monitors in the Statistical Office in Łódź (US Łódź) prepared:

- for the plan in 2018, including the plan review of the quality of statistical surveys for 2018, which has been reviewed by Methodological Use on training on 09/02/2018,

- information on priorities implemented in 2017.

The basis for choosing tests for good quality in 2018. This is a sign of quality

in the database http: //raportjakosci / and the accompanying metadata, as well as proposals reported by the CSO departments and statistical offices.

As a result of the conducted by the Department of MS and US Łódź, it is necessary to have a quality review goal statistical surveys in 2018 were:

- decision-making process organizational and cooperative;

-recognizing the possibilities of fast processing

- coverage and lack of answers in statistical surveys;

- evaluation of the selection of units for the file and methods of sample selection;

- cognitive assessment of the question on reporting forms;

- assessment which retains high time respondents;

- Function recognition;

- Analysis of the possibilities of faith in the punctuality of statistical surveys and studies based on them

In connection with the conducted on 23-27.02.2015. in the Central Statistical Office, a partner review in 2018 continued implementation of the recommendations formulated in its course.

Activities were concerned:

· Modernization of processes related to statistical production;

· Review of human resources including their optimization by delegating tasks and liquidation unoccupied work positions in order to use the potential of employees more effectively;

· Implementing a remuneration policy that would be competitive with other government agencies through obtaining funds from Operational Programs and applying to the Minister of Finance

for additional remuneration funds;

· Conducting quality reviews of statistical surveys with the participation of external users;

· Preparation of IT tools supporting the user needs research system;

· Carrying out standardization work aimed at ensuring comparability and coherence, and integration of information in various metadata areas in the System of Statistical Metadata, includind

verification of metadata areas concerning variable descriptions and variable packages in terms of needs

the program of public statistics research and the sharing of result data. Currently Research program statistical public statistics PBSSP is available in the interactive form on the website.

Starting work on the development of new metadata elements, eg data validation;

· Successive shortening of time between collecting data and making it available to users as a result of modernization of statistical methods, including the implementation of standard software in the System

Statistical Data Processing (SPDS);

· Increasing the offer of unit data provided in a safe work environment.

EAA are a secondary research. EAA based on information provided by the original research units, that is  on the results of sample surveys, census, administrative data and expert estimations.
