The main role of the Operational Committee consists in adopting projects, in line with the overall strategy of the Trust Fund. To steer this work on implementation, it establishes the operational framework for the EU Trust Fund's activities in the Horn of Africa both at regional level and per country.
The Operational Committee for the Horn of Africa is composed of representatives from the European Commission (Chair), the European Union External Action Service, EU Member States and other donors, as well as partner countries (Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, Tanzania and Uganda) and regional organisations such as the Intergovernmental Authority on Development and the East African Community.

First Operational Committee
The first Operational Committee meeting of the Horn of Africa Window took place on the 16th of December 2015. A first pipeline of projects was approved, with a total of 10 projects for a budget amounting to €253 million.

SECOND OPERATIONAL COMMITTEE
The second Operational Committee meeting for the Horn of Africa window took place on the 28th of April 2016. A second pipeline of projects was approved, with a total of 10 projects for an overall budget of €117 million.

third Operational Committee
The third Operational Committee meeting of the Horn of Africa Window took place on the 15th of December 2016. A pipeline of projects was approved with a total of 11 projects for a budget amounting to €169.5 million.
FOURTH Operational Committee
The fourth Operational Committee meeting of the Horn of Africa Window took place on the 28th of April 2017. A pipeline of projects was approved with 4 projects for a budget amounting to €59 million.
