On Monday, the Ambassador of the European Union to El Salvador, Mr Segura Socias, signed the Financing Agreement to support the "Social Plan of El Salvador" 2014-2019, for an amount of €50 million. The plan, under the Multiannual Indicative Programme, aims at reducing extreme poverty and fostering inclusive growth, with an emphasis on gender equality and youth.
The programme is a continuation of the previous phase, "Comunidades Solidarias" (PACSES), which, in the period 2009 to 2014, helped reduce poverty by 6 percentage points, and extreme poverty by almost 5 percentage points. This programme, to which the EU provided €47 million, was set up by the Government to increase the provision of public services to the poorest and most vulnerable people. The programme was designed to reach over 13% of the total population (around 750 000 people), being women, children, young people at risk and the elderly the priority groups. The programme has led to improvements in living conditions in both rural and urban areas by providing cash transfers for health and education, and by introducing a universal basic pension for the elderly.
