The procedures for beneficiary countries and other donors are outlined in the following sub-sections:  Financing agreements,  Programme estimates and EU national agencies, international organisations and other partners. 

Financing agreements provides models containing general agreements and special agreements, which vary according to the source of money (EU budget or European Development Fund (EDF)) and the year. They indicate which conditions apply to the contract.

The practical guide to procedures for programme estimates allows projects and programmes to be implemented through partially decentralised financial management.
