A call for tenders is a procedure for generating competing offers from different tenderers looking to obtain the award of a contract regarding works, supply, or services, often from companies who have been previously assessed for suitability by means of a pre-qualification.

The procurement procedures are governed by specific rules which vary depending on the nature of the contract (services, supplies or work) and the applicable thresholds. The launching of such procedures is advertised through the publication of contract notices on dedicated media.
