Procedures and rules

Procedures and rules

The procedures and rules regarding grant contracts are outlined in the general conditions and special conditions. These vary according to the source of money for the grant (EU budget or European Development Fund (EDF)) and the year.

The financial agreement models below show which conditions apply to your grant, depending on which source it comes from and which year the money is granted in. For projects and programmes implemented by means of partially decentralised management, consult the Practical Guide to procedures for programme estimates.

General Conditions - Annex E3h2

Special Conditions - Annex E3h1

Programme estimates (indirect management operations)

The Practical Guide to procedures for programme estimates explains the rules and procedures to be applied for projects and programmes implemented by means of partially decentralised management. The guide applies to activities where there is no verification that the beneficiary third country complies with all the criteria of decentralisation, as laid down in the Financial Regulations.
