The programme strengthens the collaboration of civil society organisations and local authorities with a view to reinforcing their ability in the provision of service delivery to the most vulnerable populations in pursuit of poverty alleviation. It reinforces the capacities of non-State Actors (strategic planning, implementation and monitoring of poverty alleviation projects), fosters a more coherent and informed approach to poverty issues to improve the policy dialogue between State and non-State Actors.
