EURES in your country

EURES is a network of employment services covering all EU countries as well as Iceland, Liechtenstein, Norway, Switzerland and the United Kingdom.

European Coordination Office (ECO)

At European level, the network is coordinated by the European Coordination Office, established within the European Commission’s Directorate General for Employment, Social Affairs and Inclusion. ECO is also responsible for managing the EURES portal.

National Coordination Offices (NCO)

Each country has appointed a National Coordination Office for EURES, responsible for coordinating the national network of Members and Partners.

EURES Members and Partners

The services to jobseekers and employers are provided by EURES Members and Partners.

Public employment services have a specific role to play as they are always participating and providing services as EURES Members. Other employment services and organisations providing services to jobseekers and employers can also participate either as EURES Members or as EURES Partners depending of what kind of services they offer. A EURES Member provides the full range of EURES services whereas a EURES Partner has a more limited service offer depending on the size of the organisation or the character of the other services it normally provides.

National Coordination Office (NCO)

Bundesagentur für Arbeit [Federal Employment Agency/NCO]

The Federal Employment Agency offers a broad range of services on the labour and training market for citizens as well as companies and institutions. To perform these service tasks, it has a nationwide network of Employment Agencies and branch offices at its command.

The main duties of the Federal Employment Agency are:
- placement in training places and workplaces
- vocational guidance
- employer counselling
- promotion of vocational training
- promotion of further training
- promotion of professional integration of people with disabilities
- benefits to retain and create workplaces and
- compensations for reduced income, e.g. unemployment benefit or insolvency payments

The Federal Employment Agency furthermore conducts labour market and occupational research, labour market observation and reporting and records labour market statistics. Moreover, it disburses child benefit (Kindergeld) as Family Benefits Office (Familienkasse). It also has the regulatory task to fight benefit fraud.

The Federal Employment Agency officially launched the German NCO (National Coordination Office) on July, 1st 2014.

- Information and advice on EURES services available for incoming and outgoing jobseekers in own and other EURES countries, general information on living and working conditions in own and other EURES countries with direct relevance for jobseekers’ mobility decisions etc.,
- Pre-recruitment, e.g. information and help for preparing jobseekers actively looking for a job in another EURES country, job applications, recruitment procedures,
- Recruitment / Matching / Job placement, e.g. facilitation of access to job vacancies, pre-selection and matching,
- Post-recruitment, e.g. general information to recruited workers on relevant administrative procedure required in the country of employment.

For employers
- Information and advice on EURES services available for employers in Germany, general information on recruitment in EURES countries etc.,
- Pre-recruitment, e.g. information and help for preparing employers actively looking to recruit from another EURES country, registration and dissemination of job vacancies,
- Recruitment / Matching / Job placement, e.g. access to CVs of jobseekers having expressed the wish to work in another EURES country, matching and pre-selection of suitable candidates, organisation of and/or participation in recruitment events,
- Post-recruitment, e.g. general information to employers about integration of recruited workers into work environment and social life, cultural differences.

Access to EURES services is ensured nationwide in Germany via
- self information offers on the Internet,
- central hotline as well as specific contact points and hotlines in the cross-border-regions,
- customer zones (first level information) in 156 employment agencies,
- self information offers in the agency´s professional information centre,
- EURES Advisers at the International Placement Service (Zentrale Auslands- und Fachvermittlung/ZAV) and the employment agencies, especially in the cross-border-regions.

The ZAV’s Virtual Welcome Centre provides a comprehensive range of information, advisory and placement services. These cover all issues related to international labour market mobility as well as the services portfolio of the Bundesagentur für Arbeit. To be better accessible for customers internationally, text and video chats were introduced in the Virtual Welcome Centre as communication channels.

The Virtual Welcome Centre is anchored, among other sites, on the online portal of the Bundesministerium für Wirtschaft und Energie (Federal Ministry for Economic Affairs and Energy), the Bundesministerium für Arbeit und Soziales (Federal Ministry of Labour and Social Affairs) and the Bundesagentur für Arbeit (Federal Employment Agency).
