Short overview of the labour market

 

The Zachodniopomorskie Province (Western Pomerania) is located in the north-western part of Poland. It covers 114 municipalities and 21 counties. It is the fifth largest province in Poland, with a surface area of 22 900 km2 and it is the eleventh in terms of population (1 701 000 as of December 2018). Urban dwellers (68.8% of the province's population) are in the majority. Women form a majority of the province’s population (51.4%).

The economic activity rate of the Province’s population in the fourth quarter of 2018 was 55.2% (56.1% for the country). This rate was higher for men – 64.6%, as compared to 46.5% for women. Greater economic activity was recorded among the rural population, i.e. 55.9% as compared to 54.8% in the urban group.

People aged from 35 to 44 and from 45 to 54 were the most economically active (84.6% and 82.9% respectively), whereas people aged 65 and above were the least active (4.1%). People with a university education were the most active – 78.4%. The lowest activity rate was recorded for people with lower secondary school education and below – 18%. The employment rate in the province in the fourth quarter of 2018 amounted to 53.5% and was 1.3% higher than the year before.

According to the Central Statistical Office (GUS), 444 900 people were in employment in the Zachodniopomorskie Province at the end of 2018, a 3.5% share of total employment in Poland. Employment increased by 22 000 which means 5.4%, from previous year. The highest employment was in 'Professionals': 86 700 persons or 19.5% of total employment. Other significant groups were formed by professional 'Craft and related trades workers' – 14.4% and 'Service and sales workers' – 14%.

According to employment data by sector, a majority (70.4%) of employees were employed in the private sector in occupations falling with the following major groups: ‘Craft and related trades workers’ (18.7%) and ‘Service and sales workers’ (17.5%). In the public sector, 43.2% of employed persons found employment in occupations in the ‘Professionals’ group. In the period under review, almost half of the persons, i.e. 48.0% of those employed in the Zachodniopomorskie Province, worked in large-size enterprises. Those working in medium-sized enterprises accounted for 26.5% and those in small-sized enterprises – 25.4%. Different sizes of enterprises translate into differences in employment structure by occupation. At the end of 2018, the largest percentage of employees in large and medium-sized enterprises (23.9% and 22.0%, respectively) were classified as ‘Professionals’. The largest percentage of employees in small-sized enterprises were ‘Service and sales workers’ (21.0%).

According to GUS data, at the end of 2018 in Zachodniopomorskie Province over 6 thousand vacancies were recorded (4.7% of vacancies in Poland). The highest number of vacancies was recorded in occupations belonging to the large group of 'Plant and machine operators and assemblers' – 2 500 full-time equivalents. At the end of 2018, 700 vacancies remained in the labour offices for people in the professions from the 'Specialists' group. A majority of the vacancies (80.8%) came from the private sector in occupations falling with the following major groups: ‘Craft and related trades workers’ (20.7%) and ‘Plant and machine operators’ (43.1%). In the public sector, 37.5% of vacancies were in the 'Professionals' group.

At the end of 2018 in Zachodniopomorskie Province out of the total number of 444 900 people employed, the largest number of people were employed in section 'C – Manufacturing', where every fifth person found employment. More than 10% of employees worked in Section G – Trade and Section P – Education. The three economy sectors mentioned above employ over half of all people working in Zachodniopomorskie Province (52.8%). Nearly 7 000 vacancies were registered at the end of 2018, with every second vacancy coming from the following three sectors: F – Construction, C – Manufacturing and H – Transportation and storage.

More than 29 000 new jobs were created in the Zachodniopomorskie Province in 2018, an increase of 7.8% compared to 2017. Definitely, the largest number of newly created jobs was registered in the 'G – Wholesale' section, over 11 000 jobs. More than 1 000 jobs were created in the following sectors: 'H – Transport and warehouse management', 'C – Manufacturing', 'F – Construction', 'P – Education', 'I – Accommodation and food service activities'. Almost 40% of newly created jobs in the public sector came from the section 'P – Education', while the jobs registered in the private sector were dominated by jobs from the section 'G – Trade' (43.5%) and from the section 'C – Manufacturing'. (11,8%).

The unemployment rate registered in the province at the end of 2018 amounted to 7.4%. This meant a 1.1% decrease year-on-year. At the end of 2018, the proportion of unemployed persons aged under 25 was 11.1% of the total number of unemployed persons, as compared to 11.2% in the previous year.

Nearly 79 500 vacancies and places of occupational activation were registered with Zachodniopomorskie labour offices in the period of January to December 2018. Vacancies were most frequently reported in the following groups: elementary workers (21 142 vacancies), craft and related trades workers (16 278 vacancies), service and sales workers (12 373 vacancies).

At the end of 2018, there were 224 000 registered economic entities in Zachodniopomorskie Province, including 215 300 from the private sector and 6 700 from the public sector. Most of the national economic entities were recorded in the following sectors: trade, repair of motor vehicles (20.8%) and construction (13.5%).

The most important employers of the Zachodniopomorskie Province are: Drobimex Meat Processing Plant in Szczecin, Polska Żegluga Morska in Szczecin, Netto Sp. z o.o. in Kobylanka (company headquarters and logistic centre), STARGUM Rubber Industry Plant in Stargard Szczeciński, P-D Kabel-Technik-Polska in Czaplinek, Kombinat Budowlany in Kołobrzeg, Zakład Techniki Próżniowej 'TEPRO' S.A in Koszalin, Grupa Azoty Zakłady Chemiczne 'Police' S.A. in Police, Zespół Elektrowni Wodnych Dolna Odra, Kronospan production of wood-based finishing products in Szczecinek, Polferries Polska Żegluga Bałtycka S.A, Barlinek Inwestycje Sp.z o.o., Victoria Cymes Sp. z o. o. (production of juices and beverages) in Wałcz, Swedwood Polska in Goleniów, Prignitz-Meble Pomorskie in Lipiany, Zakład Przetwórstwa Żywności Świtała International in Połczyn Zdrój.
