Moving towards independent living and community-based care – EU funding instruments to support the development of community-based services for adults and children with intellectual disabilities


The seminar took place in Bucharest, Romania, 11 April 2019. It provided an opportunity to exchange information on practical examples on implementing the Common European Guidelines on the Transition from Institutional to Community based care, which is relevant for supporting adults and children with intellectual disabilities.

The primary focus of the discussion was based on the steps that can be taken to move towards community-based care. Additionally, the available funding instruments were also discussed to examine what further measures can be developed to help support the transition.

The Romanian National Authority for Persons with Disabilities (NAPD) and the Romanian Ministry of Labour and Social Justice in the framework of the Romanian Presidency of the Council of the European Union hosted the event.  The seminar brought together representatives from local and national authorities in Romania, independent experts and civil society organisations. Representatives from the European Commission and Mutual Learning Programme team were also in attendance.
