Protecting the Elderly from the Coronavirus in Bulgaria

Since 2019 the European Social Fund has been financing a new social health service named “Patronage care for adults”.

Thanks to this project, elderly people and people with disabilities receive support at their place by social and health workers. Municipalities can hire social and health workers to visit people's homes.

€23 million are mainly financing staff salaries. The Bulgarian Ministry of Labour and Social Policy decided to extend the scope of this service due to the coronavirus crisis. It took just a few days to develop a service that would allow municipalities to deliver packages of food, medicines and other essential goods to the elderly in lockdown or to people under quarantine during the crisis. People in need will receive support for household bills payment or could receive assistance for urgent administrative services. The helping staff is protected with personal equipment and disinfectants.

The financial resources from the European Social Fund allow the municipalities to hire people to deliver goods and services. In times when many workers are out of work, this is a good way to give people temporary employment while providing 30,000 people in social exclusion with support and care.

The project of the Kyustendil municipality in Western Bulgaria is a good example. This municipality is located in a remote and mountainous area. Without the support of the European Social Fund to these mobile services, social and medical workers could not reach the elderly population of the municipality.

The municipality's management readapted the project for patronage care and started supplying food, medicines and other necessities to the people in need. The new support from the European Social Fund to combat COVID 19 is responding to the needs of the people from the region, which is the most affected by the virus in the country. At least 330 people in social isolation are receiving aid in Kyustendil.
