Ensuring completeness of ESCO through comparison with national occupational classifications



The Commission currently prepares the final draft of ESCO in the English reference language. It intends to consult the stakeholders and Member States, i.e. ESCO Board, ESCO Maintenance Committee and Member States Working Group on ESCO, on the final draft.


The ESCO Maintenance Committee, which brings together experts in labour market and education, advised the Commission to conduct a gap analysis before finalising the draft. The aim of this process is to:


  • identify occupations that might still be missing in the ESCO classification, and
  • assess if ESCO is sufficiently detailed in all economic sectors.


In the gap analysis, the Commission compares ESCO with national occupational classifications from eight Member States: the Czech Republic, Germany, Spain, France, the Netherlands, Austria, Romania and Sweden. It uses the International Standard Classification of Occupations (ISCO-08) to organise and carry out the gap analysis.


Upon completion of the gap analysis, the Commission will address the identified issues and share the results of the analysis process with the ESCO Maintenance Committee and the ESCO Board.
