Adviser on Strategic Foresight to the EPSC

Before joining the EPSC, Ricardo BORGES DE CASTRO was personal assistant and member of cabinet to José Manuel Barroso, President of the European Commission, after having served in the Commission's Spokesperson's Service (2011-2012). Ricardo has previously worked as a political assistant to the Prime Minister of Portugal (2002-2004) and to the Social Democrats in the Foreign Affairs, National Defence and East Timor committees at the Portuguese parliament (1998-2002).

He has taught International Relations at Lusíada University in Lisbon and has also been a visiting professor at the Institute of Political Studies at the Catholic University in Portugal. Born in Portugal, he has lived in the United States, England, and Turkey and speaks English, French, Spanish, and basic Turkish.

He graduated in International Relations from University Lusíada in Lisbon, he was on a Fulbright at The Fletcher School of Law and Diplomacy where he concluded a two-year Master's degree, and completed his DPhil (PhD) in International Relations at St Antony's College, University of Oxford.
