Regional policies

The regular, 11th meeting of contact persons for adult education within relevant institutions was held on 11th and 12th of April in Brčko in organisation of DVV International and the Department for Education of the Government of District Brčko B&H.

The Agency for Pre-Primary, Primary and Secondary Education has signed the Agreement on Research, Professional and Technical Cooperation with the Center for Vocational Education of Montenegro. The signing of the agreement is the result of many years of successful cooperation between the two institutions that have a key role in developing vocational and adult education in their countries.

The Agreement on Research, Professional and Technical Cooperation was signed during the study visit of the representatives of the Agency to Montenegro, realized on April 1-3, 2019.


Director of the DVV International - Country Office Bosnia and Herzegovina, Dr. Emir Avdagić held a meeting with the newly appointed Minister of Education, Science and Youth of Sarajevo Canton, Ms mr. Zineta Bogunić and the Assistant Minister for Secondary Education and Adult Education, Ms Lamija Husić.

The meeting was organised as a preparation for upcoming activities in improving adult education in Sarajevo Canton, and some of the key topics of discussion were:

On Thursday, 31st of January in Bihać, representatives of DVV International - Country Office B&H held a meeting with representatives of the Ministry of Education, Science, Culture and Sport of Una-Sana Canton headed by  Mr. Damir Omerdić.

The topic of the meeting was Implementation of upcoming activities in the field of adult education as a response to the current needs of the educational system and problems and challenges that the canton faces, with a particular focus on preventing malversations.

The Assembly of District Brčko B&H adopted the Law on Adult Education at the 35th regular meeting held on 30th of October 201, and officially began the process of regulating the field of adult education in this area.

By adopting this law, the field of adult education becomes legally regulated in 11 administrative units of B&H, and in the near future one can expect the Law on adult education to be adopted in the last remaining unit as well - Posavina Canton.

An intense cooperation of DVV International – Country Office Bosnia and Herzegovina and the Ministry of Education, Science, Culture and Sport of Zenica-Doboj Canton has resulted with a number of activities which have contributed to the regulation and improving the adult education system in this canton.

One of this-year's joint activities includes the organisation of four round tables in Zenica-Doboj Canton with the topic „Adult Education – Opportunity for Personal, Professional, and Social Development“.

On 9 July 2018, certificates on successfully completed practice and participation in the '3D Academy', part of  the 'Moja praksa' project, were awarded to 36 students of the University of Banja Luka. These students were provided with practical training so they became competitive on labour market.

In the '3D Academy' programme, 16 students were introduced to this type of technologies, whereas 20 had practical training in several companies in Banja Luka within the 'Moja praksa' programme.

European policies and the national policies of Belgium, France and Luxembourg focus on access to training by persons who are less qualified and alienated from the work place.  The teams of EPALE (Electronic Platform for Adult Learning in Europe) and EAAL (European Agenda for Adult Learning) from these three countries have therefore decided to organize jointly a conference to broach the issue of the role played by adult training in social inclusion. This event will provide a prime opportunity for the different stakeholders in this matter to meet.

Within NQF-in Project we can collect the experiences of seven European countries that are at different stages of NQF implementation: Croatia, Czech Republic, France, Hungary, Ireland, Poland and Scotland. The Project has started in 2015. and it is about to be finished, because the preliminary results and draft Report were presented on Final Conference in Warsaw a few days ago.  As a Serbian expert for qualifications and policy making in the NQF process, I was privileged to take part in exchanging and peer-reflection sessions within the Conference.

It is clear that - for individuals and the economy alike - the challenges of industrial, demographic and climate change make the case for investing in adult learning more important than ever.  It is also clear that times have never been tougher for adults wanting to take up learning. What green shoots of hope there are to be found lie mainly in local and regionally based innovation.  Adult education is an area where devolution works.

The International Council for Adult Education (ICAE) participated in the 2018 meeting of the High-Level Political Forum on Sustainable Development (HLPF), the United Nations mechanism reviewing the sustainable development goals under the auspices of the UN Economic and Social Council (ECOSOC), which took place from 9 to 19 July 2018, at UN Headquarters in New York. This year, the theme of the Forum is “Transformation towards sustainable and resilient societies” and the focus will be on goals related to biodiversity, water, resilience and sustainability.

In the period 1.06.2017 - 31.05.2018 our school SOU Gimnazija Koco Racin from Veles, Macedonia implemented Erasmus+ project in the Key action 1- School education staff mobility. The project title is "Becoming an International school with European standards and dimensions of education". In this blog we would like to share experience of the teachers who participated in the structured courses.

On 16 March 2018 a consultation event concerning the planned next generation of the Erasmus+ programme took place in Cologne. The event was organised by The National Agency “Education for Europe” at the Federal Institute for Vocational Education and Training (NA at BIBB). Representatives from strategic partnerships and mobility projects within the field of adult and vocational education were invited to present and exchange ideas concerning the further development of the programme.

The third EPALE Conference "Research Practice in Adult Education" was held in Budva from 5th to 7th March. The Conference examined the current problems in adult education in the countries in the region: Montenegro, Serbia, Slovenia, Croatia, Bosnia and Herzegovina. The Conference provided opportunities for regional researchers to present the results of their research. The results of the EPALE project achieved in Montenegro were also presented.

I territori della sostenibilità

Salone della CSR e DELL'INNOVAZIONE SOCIALE. Giornata di lavoro seminariale per ragionare e riflettere sui fattori abilitanti nei territori per raggiungere gli obiettivi dell'agenda ONU 2030. Tra i panel di interesse si segnala la presentazione della Rete Nazionale di Scuole Sostenibili e riflessione sulla centralita' dell'educazione ed istruzione come sistema di propagazione dei valori di tutela della vivibilità in un ecosistema sostenibile.

The National Centre for Guidance in Education (NCGE)  and Euroguidance Ireland host regular study visits with the aim of supporting the sharing of best practice in guidance among practitioners and other relevant professionals.

Between the 19th and 21st February 2019,  NCGE / Euroguidance Ireland hosted a study visit in Dublin with representatives from Belgium (Flanders), Czech Republic, Luxembourg and Romania.

The journal „Adult Education“ has been published in Bosnia and Herzegovina since 2001 and it is the only printed publication treating issues such as education, learning and training of adults in terms of lifelong learning.

This year's first edition of the journal „Obrazovanje odraslih - Adult Education“ is from this month available to the public in a completely new design. Topics of the articles published in this edition are following: Programs for Development of Didactic Competences of University Teachers and Teaching Goals in Higher Education, Constructivism in Adult Education, Function of Marketing Management in Organisations for Adult Education, and Journal Adult Education – Bibliographic Data and Content Analysis of Published Articles (2001-2017). Apart from the articles, the new edition of the journal brings the Strategic Fields of Action of DVV International published in Bonn, Germany in 2017. The journal „Adult Education“ has been published in Bosnia and Herzegovina since 2001 and it is the only printed publication treating issues such as education, learning and training of adults in terms of lifelong learning. The main objective of the journal is improvement of adult education theory and practice in the country and beyond so the journal's content covers different fields of adult education, from the primary education of adults and literacy, professional development, education for a family life, culture, politics, active citizenship, popular and liberal education, to the university themes about adult education. DVV International - Country Office B&H and Cultural Centre of Sarajevo Canton publish the journal twice a year and each edition of the publication is being printed in 300 copies and distributed free of charge to the professional and general public throughout Bosnia and Herzegovina and the region of South East Europe.

Regional cooperation in the higher education policy sector has been on the rise throughout the last decades. In this article, we compare and analyse two instances of higher education regionalisms (i.e. political projects of higher education region creation) in Europe and South-East Asia from an ideational perspective. In so doing, we engage with and challenge the diffusion argument common in both European higher education studies (‘Bologna Process export thesis’) and new comparative regionalism.
