Second meeting on „Laws and Regulation in the Field of Adult Education“ was held on 22nd and 23rd of November in Jahorina, and the focus was, this time, set on detailed analysis of results and conclusions from the first meeting, held in October 2018, and harmonising of recommendations for improvement.

Participants of this meeting were legal associates and contact persons for adult education in responsible institutions from, in total, 6 cantons of the Federation of B&H, and from the Republic of Srpska and District Brčko.

The 3rd European Vocational Skills Week will be organised in Vienna, Austria, from 5 to 9 November 2018. You are invited to register your event/activity under the European Vocational Skills Week by supplying the information requested below. For further guidance, please consult the guidelines.

After publishing the Global curriculum for adult learning and education "Curriculum GlobALE" in 2013, DVV International started to develop a systematic guideline to strengthening adult education centers (AEC) worldwide.

Part of the guidelines should be a toolkit with instruments and approaches that have proven to be effective and successful in various project and partner countries of DVV International in developing key performances of adult education centers.

The European Association for the Education of Adults recognised the Association of Estonian Adult Educators Andras for the best national project at the Grundtvig Award competition. Estonia received the award for developing the adult education network and organising the Adult Learners’ Week. Long and reliable cooperation with the Ministry of Education and Research and many other partners were the cornerstones of their success.

Within cooperation of DVV International – Country Office Bosnia and Herzegovina and Ministry of education, science, culture and sport of Una-Sana Canton, the 2nd module of the training cycle „Management in Education“ was held in Bihać on April 16th- 17th 2018. This programme was created for management personnel from accredited adult education institutions from Una-Sana Canton.

Association for Local Development Initiatives „ALDI“ from Goražde will in 2018 implement the project „Ensuring and raising quality of adult education in the context of lifelong learning through creation of better conditions for the implementation of adult education“, and DVV International is going to be a partner in its implementation.

On that occasion, on April 16 the Agreement on Cooperation was signed between the director of the Association, Ms Meliha Gačanin and the director of DVV International - Country Office B&H, Mr Dr.sc. Emir Avdagić.

We are pleased to announce that the European Commission is organising the European Validation Festival in Brussels on 14-15 June 2018. Don't miss this opportunity to come together with more than 250 stakeholders from inside and outside Europe to share practices and exchange ideas and knowledge on validation of informal and non-formal learning.

 

The SEEVET-Net and Chambers Investment Forum Meeting / Workshop:

WESTERN BALKANS ALLIANCE FOR WORK-BASED LEARNING, Vienna, 28th and 29th November 2017

 

Within NQF-in Project we can collect the experiences of seven European countries that are at different stages of NQF implementation: Croatia, Czech Republic, France, Hungary, Ireland, Poland and Scotland. The Project has started in 2015. and it is about to be finished, because the preliminary results and draft Report were presented on Final Conference in Warsaw a few days ago.  As a Serbian expert for qualifications and policy making in the NQF process, I was privileged to take part in exchanging and peer-reflection sessions within the Conference.

The 3rd Regional EPALE Conference "Research Practice in Adult Education" was held in Budva (Montenegro) from 5 to 7 March 2018. The conference examined the current problems in adult education in the region: Montenegro, Serbia, Slovenia, Croatia, and Bosnia and Herzegovina. The conference provided an opportunity for regional researchers to present the results of their research. The special attention of the third day of the conference was devoted to the consideration of possibilities of development and implementation of new concepts and models of regional cooperation in the field of adult education. The exchange of ideas and experiences, as well as examples of good practice from researchers from different countries in the region, has contributed to the improvement of existing ones and the establishment of new forms of cooperation in this domain, which are discussed in more details through the review of five workshops that took place during the conference.

This paper provides an overview of the basic social consequences of the process of expansion of higher education, inflation of diploma and de-valorization of their instrumental value in the labor market, with special emphasis on the problem of social (class) and gender inequalities that accompanies this process. In the absence of appropriate domestic sources, research material and our statistics overview, the critical-theoretical analysis were based on the findings of numerous studies of French sociologists of education.

This document sets out the main goals and guidelines of the national policy for the development of the system of accreditation of institutions/organizations for vocational education, programs/modules of vocational education and training, as well as their certification and prior learning.
In accordance with its professional and advisory activities, the Center for Vocational Education and Adult Education of Serbia has developed the Form for writing a proposal for an adult education program for the acquisition of the status of a publicly recognized organizer of adult education activities (JPOA), which should be completed in accordance with the Instruction for the application of the Rulebook on specific conditions regarding programs, personnel, space, equipment and teaching tools for acquiring the status of a publicly recognized organizer of adult education activities, in writing of a proposal for an adult education program.
In accordance with its professional and advisory activities, the Center for Vocational Education and Adult Education has developed an Instruction for the application of the Rulebook on specific conditions regarding programs, personnel, space, equipment and teaching tools for acquiring the status of a publicly recognized organizer of adult education activities (JPOA), in writing of a proposal for an adult education program, which contains explanations for completing all mandatory program elements.
At the request of the Ministry of Education, Science and Technological Development of The Republic of Serbia (MPNTR) for obtaining an opinion on the adult education program in the procedure for acquiring the status of a publicly recognized organizer of adult education activities (JPOA), the Institute for the Improvement of Education: prescribes the standards for program evaluation and criteria for establishing an evaluation committee (internal act); establishes committees for evaluating the program; performs an assessment of the fulfillment of the conditions prescribed by the Rulebook; issues an opinion explaining the fulfillment of the conditions; forwards the opinion to the MPNTR if the conditions are fulfilled, or to the applicant if the conditions are not met, for revision; may organize consultations with the applicant who has not fulfilled the conditions on one occasion, during the 7 (seven) days period granted for revision.

In 2016, the Ministry of Education, Science and Technological Development published a document on the procedure for issuing approval for obtaining the status of a publicly recognized organizer of adult education activities in order to make it more transparent to all primary and secondary schools and other organizations and to facilitate the process itself.

Curriculum globALE (CG) is a cross-cultural core curriculum for the training of adult educators worldwide. It was developed jointly by the German Institute for Adult Education (DIE) and DVV International, the Institute for International Cooperation of the German Adult Education Association. In five modules, it describes the relevant skills needed to lead successful courses and provides guidance on their practical implementation.

Credit is key to opening up access to Higher Education, especially for students without standard entry qualifications.
