European policies projects and funding

The regular, 11th meeting of contact persons for adult education within relevant institutions was held on 11th and 12th of April in Brčko in organisation of DVV International and the Department for Education of the Government of District Brčko B&H.

The empowerment of women around the world is one of the most remarkable revolutions of recent decades: millions of people who once depended on men have taken control of their own economic destinies.

Today, women make up the majority of professional workers in many countries. In the European Union alone, women have filled 6 out of the 8 million new jobs created since 2000.

The European Basic Skills Network (EBSN) has announced that the first open educational resource (OER) of its Capacity Building Series has been published on EPALE. The OER is titled Integrated Policy Approach in Basic Skills Provision and it focuses on the policy level of basic skills provision with special attention on good practices in policy initiatives.

There is no doubt that ICTs allow members of the growing elderly population to remain independent longer. The ICT 4 the Elderly project aims to facilitate a pathway for up-skilling the digital competences of individuals between the age of 55 and 75 and to make them aware of some of the many opportunities that the Internet offers.
Volunteering and being an active citizen is about having a spark in the heart for changing the world for the better. Will to do good. Why do some people have it and some don’t? Where is the turning point, when the spark makes you act? Is there something that adult educators could do to light that fire in people and encourage civic engagement?
Blackbird language school with its director and four senior teachers have held presentations on the annual YALS conference considering their experiences in Erasmus + projects, but also exchanging experiences and ideas they gained throughout their mobility in the project.
If you are interested in knowing more about adults attending MOOCs, you will discover that there is still little research on this specific group, representing a minority of the users. New insights are now available which have emerged from a study I published in a book edited by Springer that includes researches presented at the 7th International Workshop on Learning Technology for Education Challenges, (LTEC 2018), titled: What Learning Professionals Should Know.

Slovenian Third Age University is currently involved in SLIDE, Digital Story Telling in Digital Europe, an Erasmus+ EU project. The project is about narration, the art of story telling in the digital way. Basically, the project aims at augmenting adult educators’ ICT skills and introducing digitalized educational tasks into adult education programmes.

In October 2018, I took part in a course called Intercultural Communication in Education organised by DOREA, which was already familiar to me. A total of 12 participants from five countries met in Split, Croatia, under the theme of intercultural communication. The countries represented were Finland, Sweden, Estonia, Slovenia and Italy. Our instructor was Helen Callanan, who boasts a long international career and has worked all around the world as a consultant and instructor in intercultural communication, including in war zones and crisis situations.

На 18 и 19 април 2019 г. в село Старосел ще се проведе Пролетната работна среща на Координационния съвет на Националната платформа „Обединени за ученето на възрастни“.

В срещата ще участват представители на цялата координационна инфраструктура, създадена в изпълнение на Европейската програма за учене на възрастни. По-специално това ще бъдат представителите на държавата и социалните партньори от Националната координационна група за учене през целия живот и 28 областни координатори за учене през целия живот.

Националното звено за подкрепа (НЗП) на EPALE организира семинар за Платформата, който ще се проведе на територията на древните тракийски земи. Събитието е на тема „Добри практики в сектора за учене на възрастни“ и ще се състои на 17 и 18 април 2019 г. в село Старосел, община Хисаря.

Семинарът ще открие д.ик.н. Янка Такева – председател на Синдиката на българските учители. В неговия общ панел ще бъдат представени и новите тематични фокуси на EPALE, които ще бъдат актуални през 2019 г.

Toks renginys – gera proga pamatyti, ką daro kolegos, pasidalyti patirtimi, sužinoti naujas galimybes.

LearnersMot Erasmus+ project is being developed by the LearnersMot partnership. It addresses the issues of literacy and low educated as well as low skilled workers’ education. Prior to the literacy course that is yet to be developed and piloted, partners wrote a handbook to be used by adult educators intervening in companies.

The survey commissioned by the Directorate for Research, Lifelong Learning and Employability analysed the progress and national user satisfaction amongst EPALE Platform registered users in Malta, as well as, analysed potential users’ interest in resources and content they would be mainly attracted to.

EPALE National Support Service issues an electronic magazine each month tied to the thematic focus on EPALE. The magazine contains a selection of most read blogs on the platform translated into Serbian and other articles relevant to adult education in Serbia and Europe.

In accordance with the EPALE monthly focus the magazine in October 2018 dealt with Projects and partnerships.

IPA+ (Inclusion of people with autism in Europe. Towards a specialized training model for professionals) is a project funded under the Erasmus+ Programme (ref: 2016-1-ES01-KA204-025061) aimed to develop a training for all professionals working with people with autism independently of the area of knowledge. In the framework of this project we have developed and created several materials and resources useful for professionals working in the field of autism.

This publication presents readers with an inventory of adult basic education and basic skills programmes in the form of 35 system descriptions covering 32 countries. The data used in this publication covered a range of areas related to learning opportunities for adults with low basic skills, or low level or no qualifications. Large-scale programmes intended to support adults in acquiring basic skills were in the centre of enquiry.

This source serves as a general compass to European policy initiatives and programmes in the field of skills, qualification frameworks, VET, etc. The website presents 10 policy actions adopted by the European Commission since 2016. Users can find essential information on the development of skills initiatives of the Commission and access further documents in this field. The 10 actions presented on the website are as follows:

In the paper, the author provides his opinion on the idea of Europe as a space for developing a European education policy that addresses common European issues. By using the concept of the Europeanisation of education as a methodological tool, emerging European adult education policy is analysed thoroughly. With its formation, adult education has markedly gained in importance and recognition, however it has primarily strengthened only the economic goals of adult education in the EU.
