CINOP, NA Erasmus+ is an independent organisation which coordinates international programmes on behalf of the national and European authorities such as the Erasmus+ programme. CINOP, NA Erasmus+ is focused on vocational education and training and adult learning. The organisation is the Dutch representative for European lifelong guidance policy, quality assurance and ECVET.
The EPALE project plan of the Dutch NSS for 2017/2018 formulates existing and new themes, target groups and activities, builds on important trends in European and national policies for adult learning and experience gained in the previous period.
In 2015 and 2016 the NSS Netherlands has focused on getting to know the platform, deliver high quality content and promoting the platform. This resulted in a great offer to our stakeholders: a multilingual, innovative and more and more dynamic and interactive platform. It’s is our ambition for 2017 and 2018 to make EPALE THE platform for all adult education stakeholders in the Netherlands and to fulfil in their various needs.
The following new priorities are formulated. Development of a regional approach following the decentralization of policies in the social domain. Engaging new stakeholders from the domains of numeracy, adult learning professionals and institutions/researchers involved in teacher training. Stimulation stakeholders and ambassadors to become fully active in creating new content and focus on quality of content and introduction of new themes (see work package 2).
Besides the already identified target groups the focus will be especially on relevant target groups in the regional approach in adult learning policies: local and regional authorities, employers and employability services.
New activities are the engaging of new stakeholders and ambassadors relevant as described above, Existing and new stakeholders and ambassadors will be engaged to become active users and will be given support. They will be stimulated in particular to create new content. The social media strategy will be further developed. Building on the experiences in 2016, a selection of the themes (work package 2) will be given special attention through the creation of landing pages, EPALE extra magazines and the organization of thematic meetings. Cooperation with other NSS’s, the Erasmus+ program and the National Coordinator Adult Learning is high on the agenda.

Adult learning in the Netherlands
When we talk about adult education in the Netherlands, mostly it is about education for people aged 18 years or older as governed by the Wet Educatie Beroepsonderwijs (Vocational Education Act) of 1996. It is education that is provided by regional training centers (ROCs) and private providers. Education is primarily aimed at people who have difficulty with the Dutch language or who still want to get a schooldiploma. In addition, a significantly smaller proportion of adult learning is focused on computing, digital and basic skills.
Primary target group of the Dutch adult learning are the 1.3 million Dutch low literates between 16 and 65 years. For this group a number of large national action plans was created such as the Actieplan Laaggeletterdheid (2012-2015) and Tel Mee met Taal ('Count on Skills').
The base thought of Adult Learning in the Netherlands is that it is aimed at promoting the empowerment of adults. Where possible it should also level with the entry levels of vocational education.
Most adult learning is the responsibility of the Dutch municipalities. They have clear instructions to link their education policies to other issues in their social domain such as unemployment, welfare and citizen participation. This is because illiteracy is closely linked to social inequality in the labor market, social participation and health. The idea is that a regionalized approach makes customization easier, allowing more adults to be more self-reliant.

This national organisation is dedicated to help foreigners in learning the Dutch language. With the aim to contribute to increased independence and opportunity in our society. Meanwhile, about a hundred other organisations are affiliated. The support consists of promoting expertise through meetings, trainings and workshops. The orgaisation is also working on product development, communication, consultancy, lobbying and (policy) influence.
Koninklijke Bibliotheek (KB), the national library of the Netherlands, brings people and information together. To that end, the KB makes the library collection-the Netherlands visible, sustainable and practicable. The free access to this common ownership of publically funded libraries ensures people are given new ideas and will be able to continue on the basis of each other's insights. This network of libraries is a source for research and helps people to become better skilled, smarter and more creative. The KB assumes a central position in this network

The programme 'Leren en Werken' aims to strengthen the links between education, training market, labor market and labor market opportunities. Spearheads are promoting active learning and the use of the Skill Certificate (EVC). To this end, all labor market regions are formed one or more Learning and working desks.
The MBO Raad is the Netherlands Association of VET Colleges. The association represents all government-funded colleges for secondary vocational education and training and adult education in the Netherlands.
Movisie is the Netherlands centre for social development. Their mission is to promote the participation and independence of citizens by supporting and advising professional organisations, volunteer organisations and government institutions.
The NRTO, Dutch Council of Training and Education, is the umbrella trade association of private training and education providers in the Netherlands.

Since 2003 the Expertise Centre ETV.nl (Stichting Expertisecentrum ETV.nl) has been working on the use of multimedia for adults with a low level of education. The ETV.nl programs are specifically aimed at the wishes, requirements and backgrounds of lower educated adults and of people with insufficient proficiency in the Dutch language (L1 and L2). Our focus is not on formal education. ETV.nl aims at individual adults in non-formal and informal settings.
