Harmonization Of Adult Education To Eu Standards In The Adaptation Of Disadvantaged People To Traffic

26/02/2019
Language: EN

There are some problems which come up with fast-developing urbanization, industrialization and population growth in our country. Traffic environment is one of those which is affected from this process. Traffic has a structure which includes the society’s all structures and institutions. At the same time, it has a structure which affects many areas of the society like economy and geography. Lack of information about the risks which may be encountered in traffic, lack of education about traffic, the problems in the formation of awareness raising about safe traffic increase the accidents. How could we solve the traffic problem and how could we manage to reduce their numbers to minimum? The most suitable answer to this question or the keyword is “Education”.

In the preparation process of our Project, according to the data which is received from Security General Directorate; 370.996 traffic accidents occured in the police responsibility area in our coutry in 2016 and in these accidents 2.266 people died and 252.857 people got injured. Also, disadvantaged drivers in traffic (Drivers aged over 60 or disabled)  got involved in 17.423 traffic accidents,294 of them died, 25.152 of them got injured across the country. And 3 people died and 759 people got injured in the traffic accidents in our city.

In line with the accident data above;it is obvious that the status of the disadvantaged people across the city and the country is not so much pleasant. Since the day it was founded, Turkish police department has been maintaining the education activities very actively to our citizens about not to get involved in the traffic accidents by the traffic units. As Kayseri Security Directorate; we gave free education to  reduce the accidents  to minimum level and to inform our adult citizens and children about the traffic rules.Traffic education in 2017 in 165 different places was for 23.870 adult citizens and for the 58.625 students in 453 schools(primary, secondary, highschool). The education of traffic culture is closely related to the concept of ‘Community Policing’ in Europe. Also, likelihood of accident is low in the countries whose traffic culture is high. The main priorities of the Project are;Reduction of difficulties in the process of the adaptation of disabled groups to traffic, increasing the facilities for the risk group to reach adult education, increasing intercultural communication, strengthening the quality via cross-border co-operations and mobility. In  the Erasmus+ 2018 Program Guide among the European Union priorities are “adult education on disadvantaged adult students’ need, proficiency of institutional/organizational staff and provision of foreign language training for adult students, training adult asylum seekers” closely related to the adaptation to traffic of disadvantaged people that constitute the target group. This relationship suggests a clear need not only for the target groups but also for  the families of the target groups.

Our project’s main goal; To ensure that educators who provide adult education for adapting disadvantaged drivers (Drivers aged over 60,disabled and refugee drivers) to traffic in Kayseri province can be educated in European Union standards and become more qualified educators in contemporary and modern techniques in order to reach the Project targets, to make disadvantaged individuals in public institutions and organizations trained on this subject in all provinces of Kayseri ,to be certified in the Kocasinan Public Education Directorate and contribute to their living in the standards of the EU.

By creating a consortium within the scope of our Project, the consortium members from all institutions will get the opportunity to perform the Project abroad for the first time with the participants and the group of trainers giving adult education. Consortium members; Hosts (Lithuania Utena University). Local partners (Kocasinan Public Education Directorate, Erciyes University Communication Faculty and Melikgazi Municipality Physical Disability Youth and Sports Club Assocation:Including the disabled members, who are the result of traffic accidents. )

A total of 9 adult trainers from participating consortiums will be participating in the Project and three will be participants with disabilities and the participants will participate in one week course program that is already organized and will be trained in theory and practice during this period.

Within the scope of mobility and cooperation,a one-week,mutually-prepared adult education program, including travel, will be conducted with a team of 9 people in Utena University Educational Institution which is in service in Lithuania Utena City

Training project aiming the adaptation of disadvantaged people to traffic by Provincial Directorate of Security in Kayseri

There are some problems which come up with fast-developing urbanization, industrialization and the growth of the population in our country. Traffic problem is one of which is affected by this process. Traffic has a structure which includes the society’s all structures and institutions. Besides, it has a structure which affects many areas of the society like economy and geography. Lack of knowledge about the risks which may be encountered in traffic, lack of education/training about traffic rules, lack of awareness raising activities about safe traffic lead the accidents and increase the number of them. How could we solve the traffic problem and manage to reduce the number of accidents to minimum? The best answer is “Education”.

Our project is based on the following statistics of Security General Directorate; 370.996 traffic accidents happened in the police responsibility area of our country in 2016.  In these accidents, 2.266 people died and 252.857 people got injured. Also, disadvantaged drivers in traffic (Drivers aged over 60 or disabled) got involved in 17.423 traffic accidents.  294 of them died and 25.152 of them got injured across the country. And 3 people died and 759 people got injured in the traffic accidents in our city.

In line with the accident statistics above, it is obvious that the number of the disadvantaged people who got involved in the accidents across the city, Kayseri, and the country is not so much pleasant. Since the day it was founded, Turkish Police Department has been organizing the education activities for our citizens in order to prevent them to get involved in the traffic accidents. As Kayseri Security Directorate, we organize trainings to reduce the number of the accidents to minimum level and inform our adult citizens and children about the traffic rules. 23.870 adults and 58.625 students (primary, secondary, high school level) in 453 schools in 165 different places attended the trainings on traffic rules in 2017. The context of trainings on traffic rules is closely related to the concept of ‘Community Policing’ in Europe. Also, likelihood of accidents is low in the countries whose traffic culture is high. The main priorities of the project are reduction of the difficulties in the process of the adaptation of disabled groups to traffic rules, increasing the facilities for the risk group to reach the trainings, increasing intercultural communication, strengthening the quality via cross-border co-operations and mobility. In Erasmus+ 2018 Program Guide, the European Union priorities are stated as “adult education on disadvantaged adult students’ need, proficiency of institutional/organizational staff and provision of foreign language training for adult students, training adult asylum seekers” which are closely related to the adaptation of disadvantaged people to traffic, the target group of our project. This relationship suggests a clear need not only for the target groups but also for the families of the target groups.

Our project’s main aim is to train the trainers who provide adult education for adapting disadvantaged drivers (Drivers aged over 60,disabled and refugee drivers) to traffic in Kayseri city  in line with the European Union standards, so help them improve their professional skills using contemporary and modern techniques in order to reach the project aims. The second aim of the project is to train the disadvantaged people in public institutions and organizations in all provinces of Kayseri and graduate them with a certificate of MoNE in cooperation with Public Education Center in Kocasinaan. As a result, we will increase the social wealth by improving the living standards of them same with the EU.

By creating a consortium within the context of our project, the consortium members from all institutions will get the opportunity to perform the project abroad for the first time with the participants and the group of trainers giving adult education. Consortium members are Lithuania Utena University as host, Public Education Center in Kocasinan, Communication Faculty of Erciyes University and Physical Disability Youth and Sports Club Association of Melikgazi Municipality as local partners and also the disabled members, who are the result of traffic accidents.

9 trainers, 3 of them with disabilities, from participating consortiums in total will be trained during the project time. They will attend one-week training program including theory and practice modules.

Within the scope of mobility and cooperation, a one-week, mutually-prepared adult education program will be implemented for a team of 9 people by Utena University Educational Institution in Lithuania Utena City
