The European Union Environmental Technology Verification (EU ETV) Pilot Programme is a voluntary scheme launched by the European Commission with the Eco-innovation Action Plan to generate independent and credible information on new environmental technologies. The scheme verifies that environmental performance claims put forward by technology developers and vendors are complete, fair and based on reliable test results. The primary client target group for the Programme are small and medium sized enterprises (SMEs), although all developers and manufacturers are welcome to apply.
The ETV Stakeholder Forum is the place where stakeholders interested in ETV can share views on the EU ETV pilot programme, advise the European Commission and Technical Working Groups on its implementation, contribute to its evaluation and way forward. This 4th edition of the ETV Stakeholder Forum was dedicated to the presentation of the final results of the evaluation of the pilot programme and of the feasibility of potential options for the future of ETV.
EU ETV evaluation and options for the future
In 2017, the EU ETV Programme underwent a planned evaluation to better understand whether it is achieving its desired outcomes and impacts after three years of actual operation. The European Commission seeks to ascertain whether the current Programme meets the objectives set when launched and is functioning as planned, both in terms of the verification infrastructure which has been established, as well as the expected outcomes for innovators that are using the scheme (such as new sales, faster access to market, wider market access, and the potential for raising more investment).
The results of this evaluation were presented during the Forum. As part of the evaluation, an assessment of possible options for the future of an EU ETV scheme was performed. The Forum aimed to present to the public and discuss the five specific feasibility studies that were developed. These informed the definition by the Commission of policy options for a possible follow-up to the pilot programme and/or other initiatives or policy tools for supporting EU environmental and innovation policies.
