Standard Agreement and Common Provisions

What were previously called “Standard Administrative Provisions” have been renamed the “Standard Agreement and Common Provisions” (SAP/CP) and have been changed in content. These are the standard rules for the LIFE programme, which LIFE beneficiaries have to abide by. The following version of the SAP/CP is applicable to LIFE projects financed in 2005 and 2006.

Nota bene:

Change in postal address
In 2006, Article 2 of the Common Provisions was updated due to a change in the postal address of the Commission service which deals with all the LIFE correspondence. The new address can be found in the Common Provisions 2005 and 2006.

Earlier Standard Administrative Provisions
Choose the year in which your project has been financed and then the language of the document. For example, if you speak Danish and your project number is LIFE02 ENV/DK/000999, choose the year 2002 and click on DK.

Identified translation discrepancies
Several translation discrepancies in the different language versions of the Standard Agreement and Common Provisions (SAP/CP) have been identified in the course of our review of the management of LIFE projects.

The following document contains a summary of all articles identified in the Slovak, Spanish, German, Czech and Polish versions of the Standard Agreement and Common Provisions whose wording leaves room for discrepancies in their interpretation. Also, several grammatical mistakes are listed which might lead to confusion.

The summary is based on the text of the Common Provisions applied to projects funded in 2005 and 2006. Unless highlighted in the text, all discrepancies encountered in the Standard Administrative Provisions applicable to earlier projects should be treated similarly. In general, it has to be noted that in case of language discrepancies, the only valid versions are the English and French ones, regardless of the year of project funding.
