This Mid-Term Evaluation (MTE) has been commissioned to advise on the progress to-date of the activities undertaken under the LIFE+ Regulation (the Regulation), introduced in 2007, examining the relevance, economy, effectiveness, efficiency, consistency, distributional effects and acceptability of the Regulation.
The MTE is required under Articles 15(2) and 9 of the Regulation. Its purpose is to provide Commission policy makers and managers with a useful aid in the implementation of current initiatives and future programming, and in particular, to provide useful information as a basis for the future Commission Communication to the European Parliament and the Committee on the implementation of the LIFE+ Regulation.

The LIFE Unit has commissioned an independent evaluation of the LIFE Programme covering the period 1996 to 2006. The evaluation focused on assessing the effect of the LIFE Programme on Europe's nature and environment through evaluating results and impacts of LIFE projects implemented under the Nature and Environment components. The final evaluation report comprises six parts: 1. Methodology and description of the LIFE Programme and its policy context; 2. Evaluation of programme management; 3. Country-by-country analysis; 4. Thematic analysis; 5. Evaluation of LIFE-Third Countries; and 6. Overall conclusions and recommendations. These are presented in the tables below, which also include the ten thematic reports and the individual country reports.
