Jean Philippe Barde holds a PhD in Economics (Paris University). He has now retired from the Organisation for Economic Cooperation and Development (OECD, Paris) where he was Head of the Economics Division and then of the National Policies Division of the Environment Directorate where he was in charge  inter alia of the OECD work on environmental policy instruments, benefits valuation and environmentally harmful subsidies. He has also taught at Paris University (Paris 1), and was a lecturer at the European School of Advanced Environmental Studies (University of Pavia, Italy) and the Institute for High Studies in Public Administration (Lausanne, Switzerland).

Mr  Barde is currently teaching at the Paris Institute of Political Sciences (SciencesPo). He is also a member of several scientific committees and of the Commission of Economic and Environmental Accounts (French Ministry of Ecology) and Patron of Green Budget Europe. He has written several books and many articles on environmental policy, ethics and environmental economics.

The implementation of market-based policy instruments, such as environmental taxes can be seriously undermined if environmentally harmful subsidies and tax provisions are still in place. For instance, fossil fuel subsidies are estimated at 700 billion USD per year worldwide. Very large obstacles and strong opposition to the phasing out of environmentally harmful subsidies still prevail. What are these obstacles and how are they best overcome?
