In 2007, the Commission's Joint Research Centre – Institute for Prospective Technological Studies – published a report analysing various aspects of existing ETV systems outside the EU, and a feasibility study of the implementation of ETV in Europe. See publication.
Between 2004 and 2009, four EU research projects (in the fields of water treatment, soil and groundwater remediation, air emissions abatement, clean production and environmental monitoring) developed and tested protocols and procedures to implement ETV. A new research project, AdvanceETV, began in 2009 to support the establishment of an EU-wide scheme and to support international ETV harmonisation efforts. The websites and results of all ETV related projects are accessible through the common website.
Another project, TRITECH – a pilot project funded under the LIFE instrument from 2006-2009 – tested an operational procedure for technology verification in real conditions on 15 technologies in the areas of water, soil and energy technologies. see http://www.lifeetv.com/ and the 'business plan for an EU ETV scheme' developed by the project.

A broad stakeholders consultation process on the EU plans for an ETV scheme took place in 2008. See the consultation document and report on the results of consultations.
A specific study by Arcadis and AEA Energy&Environment explored the possibilities for SMEs to find financial support in national funding schemes when undertaking a technology verification under ETV: see AEA report on funding for SMEs.
