The organisation of the CAFE programme is set up to ensure that the policy is science-based and involves stakeholders at all levels of policy-making. CAFE is implemented under the leadership of the CAFE team of the Environment Directorate-General. It is assisted by an inter-service group, chaired by Environment DG and composed of all relevant Commission services.

CAFE steering group is composed of representatives of the Member States, the staff of European Parliament, stakeholders and relevant international organisations. It meets two or three times a year to advise the Commission on the strategic direction of the programme.

Ad hoc working groups will be set up as and when necessary for a limited duration to address specific tasks and policy measures.
