Development of pilot Solar Thermal Energy Service Companies (ST-ESCOs) with high replication potential (ST-ESCOs)

Although solar thermal installations are now fully developed, their market uptake is still small because end-users shay away from the high initial investment cost. Companies offering energy services in the solar energy area ("Solar Thermal Energy Service Companies", ST-ESCOS) can help overcome this major barrier by selling solar energy - and not the installation producing this energy - at a competitive price and by carrying out operation and maintenance of the installation. They can therefore enhance market conditions in areas with potential for solar thermal applications, including residential, services and industry sectors. The main project aim is to create and strengthen the market for ST-ESCOs by: • Gathering existing experiences, transferring know-how, and involving all market actors; • Creating support tools for developers and users (e.g. guides and software); • Making specific suggestions in order to overcome legislative and other barriers at EC and national levels; • Preparing pilot agreements in each participating country; • Disseminating the gained experience among stakeholders.

Results

  • •Motivate stakeholders for ST-ESCOs development by using the following products/results: - reports: background and market analysis studies, best practice examples, ST-ESCOs Guide and a policy paper with suggestions on the actions to be taken at EU and National levels. - "STESCO": a user friendly software tool for the quick assessment of possible applications. - dissemination material (leaflet, e-newsletters, brochures, articles etc.) and events (workshops, interviews, conference).
  • Carry out feasibility as well as detailed studies for ST-ESCOs agreements
  • Creation of ST-ESCO companies
  • Realisation of real ST-ESCOs agreements

Lessons learned

  • A substantial and concrete ST-ESCOs potential exists in the residential, services and industry sectors.
  • Particular attention should be paid in some simple but crucial aspects regarding the stability of the end-user thermal load and the solar system technology to be implemented (these aspects are described in the project deliverables, mainly in the guide).
  • Two crucial aspects for the future development of ST-ESCOs that are generally missing are: 1) a clear legislative framework and 2) a stable financing support.
