Development and Promotion of a Transparent European Pellets Market - Creation of a European Real-time Pellets Atlas (PELLETS@LAS)

In the pellets@las project the market data about pellet producers, traders and consumers will be collected and provided to public access gates. An appropriate methodology for data collection is being developed. The market data comprise pellet prices with regular up-dates, required and produced pellets qualities according to existing standards and norms, produced, traded and consumed pellets amounts in all EU 27 markets plus Switzerland and Norway (EU 27+2). Data will include all types of pellets for energy such as wood pellets, agricultural pellets, mixed biomass pellets and/or industrial pellets with lower qualities. From these data collections a "Pellets Atlas" for Europe will be designed, that contains pellet price data as a function of location, season, purchase quantity and packaging integrating transport costs, wholesale and pellet qualities. The long term objective of the proposed action is to increase the share of biomass pellets in heat and electricity production in Europe by giving the market actors detailed information on existing market structures and market data.

Results

  • - A web-based information platform on important fuel pellet market data, such as produced and available quantities and qualities and regularly up-dated regional sales prices.
  • - Recording and evaluation of the acceptance and implementation of European quality standards.
  • - A database on logistic management from which a pellets transportation chain model will be derived.
  • - Four case studies for mixed biomass pellet (MBP) utilisation in Poland, Slovakia, Greece and Germany

Lessons learned

  • The market information provided by the pellets@las is of great interest to the European and international pellet community. The collection and gathering of pan-European data on pellet markets and the public availability is unique and very useful.
  • The development and the structures of the European pellet markets and problems with supply security and price stability are better understood.
  • The market for MBP is often discussed but develops very slowly. Market actors appreciate the value of reliable market information but are not always willing to cooperate and provide data. The collection of data is best done by established national organisations, such as pellet or biomass associations questioning their members on the basis of long-term mutual trust.
