Green initiative for energy efficient eco-products in the construction industry (GREEN-IT)

GREEN-IT aimed at introducing energy labelling in the European building construction products sector and accelerating the EU market transformation towards regulated Energy Performance of Buildings. As currently only environmental labelling (for building products) is applied in some EU countries only and in different ways, the project aimed at implementing energy labelling of EU manufactured and marketed building products with “customized” approaches according to each participating country’s needs. The EU industry was involved in the project with voluntary mechanisms and a product labelling scheme was used as a means to promote best practice in the construction products manufacturing sector and motivate them to further compliance with the EPBD. The labelling scheme consists of a sticker (e2pilot) along with an online database (http://www.bre.co.uk/e2pilot) which provides certified energy data (EU-mandatory data and national-voluntary data) from accredited institutions or third party (defined nationally) of building construction products to the interested parties (building designers, constructors, and end users).

Results

  • Energy labelling scheme for energy-efficient building construction products which consists of the sticker “e2pilot” and the online database.
  • 53 signed Voluntary Agreements with European industry stakeholders.
  • 169 products covering the whole range of the building constructions products (i.e. insulation, bricks, glazing).
  • Report (in English) on the energy influence of EU construction products based on a benchmarking procedure.
  • Online database and energy efficient construction atlas (CD-ROM) in English for industry, building professionals, policy-makers and end-users.

Lessons learned

  • Existing environmental labelling schemes (i.e. Environmental Product Declarations, EPDs) for construction products already implemented in some countries confuse the EU industry with the “new” labelling approach based on thermal performance of building products (which results in reduced building operational energy and increased energy savings).
  • The labelling (of products) consisting of a sticker and an online database (of products) is a very effective tool for the information needs of the building constructors, designers and end users, as also for the promotion of leading market products and thus motivation of the EU manufacturers (CE marking from the Construction Product Directive does not always cover energy efficiency issues).
  • The product labelling needs, the local market needs, the energy efficient product availability, the existing practice, even the degree of implementation of the EPBD in the European Union varies per country and industry sector significantly. Therefore the GREEN-IT pilot label service (sticker and online database) satisfies as many of such variations as possible, and is general enough to satisfy both advanced and new developing markets.
