Training for Renewables and Energy Efficiency in Building Sector - Phase II (FORESEEII)

The project intends to put in practice the priority measures identified on the 2014-2020 roadmap. delivered in the BUILD UP Skills I (Portugal), for training building sector workers for energy efficiency (EE) and renewable energy sources (RES) inorder to overcome barriers and skill gaps in the various professions and to meet the national 2020 targets for the building sector. In Portugal, the building workforce still does not have appropriate skills. Therefore, training for EE and RES becomes not only necessary, but urgent. Training should be flexible, with modular training courses and credit accumulation, having the company's involvement, to improve the practical component and costs reduction. It is also important to promote the qualification of unemployed workers as well as the creation of a crosscutting training unit to be included in all building workers. The activity of the FORESEE II project will be structures in six Working Packages including the project management, development of new/upgraded vocational standards and training material, training trainers, pilot courses as well as the project dissemination. All the training tasks will be addressed for six main action lines: a) windows installers, b) thermal insulation installers, c) solar thermal and boiller installers, d) photovoltaic and wind installers, e) HVAC installers and f) lighting. The consortium is the same of BUILD-UP SKILLS I but some subcontracting is expected partially covering training material and trainers for the six main areas. In terms of training needs, Pillar I identified three core areas, to be developed: building envelope, renewable and efficient use of electricity, heating and cooling. Currently the consortium intends to put in practice the preparation of training material and training trainers as well as the development of programs and training support material for the implementation of modular qualification scheme for professionals regarding the Vocational Education and Training (VET) system.The planning, supporting structures, curricular and material subjects can be pointed as operational measures. Each planning and the training support material will be tested in pilot courses in order to validate all the process and to enable tocorrect any weakness. For this improvement and to ensure a large participation of the main actor’s crafts (workforce currently active and unemployed), Trade Associations and Training Institutions will be committed to the project. In terms of the structural measures identified in Pillar I, a major output for all building workers qualifications is a crosscutting unit about general concepts of energy efficiency in buildings and renewable energy sources, which will be included VET system in order to promote EE and RES within companies, building owners and general public.

Results

  • Preparation of training material and training trainers as well as the development of programs and training support material for the implementation of modular qualification scheme for professionals regarding the Vocational Education and Training (VET) system.
  • Each planning and the training support material will be tested in pilot courses in order to validate all the process and to enable to correct any weakness.
  • A major output for all building workers qualifications is a crosscutting unit about general concepts of energy efficiency in buildings and renewable energy sources, which will be included VET system in order to promote EE and RES within companies, building owners and general public.
