The BUILDEST consortium is built of five (5) organisations highly involved in the development and implementation of energy-efficiency measures in training the Estonian building sector workforce. The partners of BUILDEST include: - policy-makers in energy efficiency in the building sector (Ministry of Economic Affairs and Communications and Foundation KredEx), - public authorities to implement the policies (The National Examinations and Qualification Centre under Ministry of Education and Research), - professional employers organisations (The Estonian Association of Construction Entrepreneurs), - universities and continuing education institutions implementing the training and education programmes (Tallinn University of Technology).

A comprehensive analysis of the status quo of the Estonian building sector on different levels - clarification and description of training and qualification needs, development perspectives in the building sector and the overall legal, political, educational environment with respect to providing energy-efficiency aware and capable workforce.
- 2. Estonian Continuing Education and Training Roadmap and Action Plan for the Building Sector to 2020 taking into account the results and conclusions of the status quo analysis and focusing on energy efficiency knowledge and skills. The Roadmap will contribute to further development of the national continuing education and training programmes and qualification system of the building sector workers supported by relevant stakeholders and market actors nationwide.
- The national status quo estimates that 3500 workers will require training
- The workforce study data signal an urgent shortage of workforce in the sector – close to one-half of companies (48%) said they needed one or more employees immediately – but they also point to high fluidity of the workforce. Workers leave to go to other construction companies or other work, go abroad or on pension.
