BUILD UP Skills Belgium (BUILD UP SKILLS BE)

In order to reach the European 2020 energy and climate change objectives, one may expect a large contribution from the construction industry. The materials, tools and techniques that may help contribute to these objectives exist or are currently in the making. However, these materials, tools and techniques will have to be used and implemented by on-site workers. Some of this will give rise to a need for new skills in the current labour force of the Belgian construction industry. In order to prepare the existing workforce for the future demands, this project will: •Analyse the current state of affairs. •gather all relevant stakeholders in the field of EE, RES and the training of construction workers. Stakeholders will include public and private organisations in the field of Vocational Education and Training (VET), public bodies that develop policies in the field of EE and RES, Social partners The platform will then develop a roadmap to 2020.

Results

  • Analysis of the national status quo, the specifications and quantification of the requirements for qualified workers in the building sector by 2020 and the related barriers.
  • Platform of all relevant stakeholders in the field of EE, RES and the training of construction workers. Stakeholders will include public and private organisations in the field of Vocational Education and Training (VET), public bodies that develop policies in the field of EE and RES, Social partners
  • a roadmap enabling the Belgian construction industry to qualify its workforce in such a way that the on-site workers are able to use the different materials, tools and techniques, necessary to allow the building sector to make its contribution towards the 2020 objectives, like the construction or deep renovation of Nearly Zero Energy Buildings.
  • implicit and explicit endorsement from all consortium members and all the stakeholders.
  • Participation in the European exchange activities

Lessons learned

  • The national status quo analysis estimates that 33400 workers will need training on energy efficiency and Renewable Energy sources in the construction sector for 2020
  • There is a need for a cross-sectorial exchange platform such as the BUILD UP Skills stakeholders platform. Such activities should be considered over the long-run and beyond the project's duration.
  • One of the identified barrier in the sector is the slow rate in which trainings are adapted to technical evolutions.A stronger link between industry and training providers could help remedying this pitfall.
